JOB TITLE: MORTUARY INSPECTOR

DEFINITION: This is specialized work in the inspection of funeral homes for adherence to state mortuary regulations.

An employee in this job conducts inspections of funeral homes throughout the state to ensure adherence with state laws and regulations governing the practices of the profession. Work involves conducting physical inspections of funeral homes for adherence to the laws, rules, and regulations of the commonwealth and the Funeral Board. Work includes issuing warnings and citations for violations, referring establishments or individuals to the professional compliance office for formal action and testifying at related hearings. Work also involves providing support and technical assistance to Professional Conduct Investigators by conducting inspections in conjunction with funeral home investigations. Work is performed independently under the general supervision of a Regulatory Enforcement Inspector Supervisor and is reviewed through analysis of reports and conferences.

• Inspects licensed funeral homes to ensure that regulatory standards are met for sanitation, prepaid burial contracts, licensure, management, embalming, equipment, materials, devices, and medical waste.

• Ascertains compliance with requirements and specifications as set forth in the state law and the rules and regulations of the State Board of Funeral Directors.

• Gathers evidence in accordance with established procedures.

• Conducts research utilizing public and private sources and databases.

• Issues citations to funeral facilities or funeral home directors for violations in accordance with the Act 48 Citation Program.

• Testifies at formal and informal hearings on behalf of the commonwealth in formal judicial proceedings.

• Prepares detailed reports relating to the findings of any given inspection or activity.

• Provides technical support to Professional Conduct Investigators by obtaining evidentiary records and executing service of legal documents.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of funeral directing.

• Knowledge of the laws, rules, and regulations relating to the practice of funeral directing.

• Ability to explain the application of laws and regulations relating to the practice of funeral directing.

• Ability to prepare detailed reports of inspection.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Ten years of experience as a funeral director.

NECESSARY SPECIAL REQUIREMENT:

• All employees must possess an active license to practice as a funeral director issued by the Pennsylvania State Board of Funeral Directors.
