DEFINITION: This is professional medical and administrative work directing and reviewing the examination, diagnosis, and treatment of individuals with a physical or mental illness, injury, or developmental disability in a Commonwealth facility.

An employee in this job provides professional medical advice and consultation to other health care professionals or employees. In the Department of Human Services, employees supervise and participate in the delivery of patient care, which includes overseeing medical staff, ensuring appropriate medical care and treatment are being provided, making recommendations regarding treatment plans, recommending changes in policy and procedure, and referring individuals to outside medical care if needed. In the Department of Corrections, employees conduct administrative reviews of medical care provided to inmates, which includes assisting in the investigation of disease outbreaks, analyzing data for quality assurance, reviewing problematic cases and inmate deaths, and making recommendations regarding care and alternative treatment plans. Work also involves providing medical education and training to employees. Supervision is received from a higher-level physician or administrative supervisor through review of reports and conferences.

• Plans, organizes, and directs medical examinations, diagnoses, and the prescribed medical care and treatment of individuals admitted to a state operated hospital, a state center for the intellectually disabled, or a rehabilitation program.

• Directs medical and clinical services programs, which includes overseeing medical physicians, specialists, dentists, podiatrists, pharmacists, ophthalmologists, and in-house and contracted laboratory services functions.

• Identifies and develops ongoing educational training for medical staff.

• Supervises and participates in the examination of individuals to diagnose diseases, illnesses, and injuries, and prescribes and directs appropriate medical care and courses of treatment.

• Reviews problematic cases involving recurring issues and sensitive situations, and reviews medical notes, labs, x-rays, and other documentation to make recommendations of care.

• Reviews all individual or inmate deaths, including diagnoses and medical services rendered, and makes recommendations for changes to treatment planning or policies and procedures.

• Refers individuals to appropriate providers when prescribed care is not available on site and monitors and evaluates medical services provided.

• Directs the maintenance of medical reports and records, including individual rehabilitation programs and treatment plans.

• Provides technical assistance concerning statutes, rules, regulations, policies, and requirements pertaining to facility medical care and treatment programs.

• Participates in continuing education and training courses to maintain accurate and current knowledge of medical treatments, technologies, practices, and health care management methods.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of current methods, principles, practices, procedures, and techniques of modern medical and clinical care and treatment.

• Knowledge of current standards, rules, and regulations related to health care administration and delivery.

• Knowledge of medical jurisprudence.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to plan and organize the work of physicians, professional clinical services staff, and non-medical staff.

• Ability to analyze and interpret diagnostic tests, including imaging and laboratory tests, to make recommendations for treatment and care.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Completion of an approved U.S. residency training program in the allopathic or osteopathic medical specialty of family practice, pediatrics, internal medicine, or occupational medicine, and five years of post-residency experience in the practice of medicine, including one year in the last three years acting in an administrative or consultative capacity over physicians assigned a direct primary care caseload.

SPECIAL REQUIREMENTS:

• All positions require possession of an active license to practice medicine in Pennsylvania issued by the Pennsylvania State Board of Medicine or Pennsylvania State Board of Osteopathic Medicine.

• All employees require an active registration to prescribe medication from the U.S. Drug Enforcement Administration.

• All employees require board certification by the American Board of Medical Specialties; board certification by the American Osteopathic Board in Family Practice, Pediatrics, Internal Medicine, or Occupational Medicine; board certification by the American Board of Emergency Medicine; or board certification by the American Board of Post-Acute and Long-Term Care Medicine as a Certified Medical Director.
