SERIES NATURE OF WORK: The Drug and Alcohol Licensing job series describes work in the regulation of Substance Use Disorder (SUD) treatment facilities in the Department of Drug and Alcohol Programs (DDAP).
DEFINITION: This is professional supervisory field work reviewing and certifying SUD treatment facilities for conformance with the Pennsylvania Code and applicable laws, rules, and regulations in the Department of Drug and Alcohol Programs.
An employee in this job supervises, plans, and directs comprehensive reviews of SUD treatment facilities and associated program services to ensure compliance with licensure standards and all applicable laws, rules, and regulations. Work involves supervising Drug and Alcohol Licensing Specialists; planning, implementing, evaluating, and modifying licensing procedures and standards; and approving licenses for compliant facilities. Work is completed with a high degree of independence under an administrative supervisor and is reviewed, through conferences and reports, for conformance to regulations and departmental policies and procedures.

• Oversees and approves the scheduling of routine and specialized site visits with facility staff.
• Supervises staff conducting licensing reviews and complaint investigations.
• Reviews staff reports of administrative and clinical policies and procedures, personnel data, qualifications, and required training hours for provider organizations to determine regulatory compliance and approve or disapprove licensing recommendations.
• Reviews inspection findings of physical site conditions, operations, records, policies, and procedures to ensure conformance with health and safety standards and licensing regulations.
• Reviews exit conference information to direct staff on advising providers and their staff representatives in identifying non-compliant areas and assisting them in achieving compliance.
• Oversees the review of provider corrective action plans and provides assistance to providers in the development of acceptable corrective action plans.
• Supervises unannounced follow-up inspections to ensure corrective action plans are implemented.
• Reviews complaint investigation findings to confirm that allegations are appropriately substantiated, partly substantiated, or unsubstantiated.
• Interprets and explains policies, procedures, and regulations.
• Provides technical assistance and orientation to new providers seeking licensure and to existing facilities who are expanding services.
• Prepares documents and provides testimony at administrative, civil, and criminal hearings regarding licensing enforcement actions.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
• Performs related duties as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of laws, regulations, and policies pertaining to substance abuse, human services, or social services programs and operations.
• Knowledge of the functions and resources of human services or social services organizations and programs.
• Knowledge of interviewing practices and techniques.
• Knowledge of investigative practices and techniques.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret data.
• Ability to operate a motor vehicle.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Drug and Alcohol Licensing Specialist (commonwealth title);
or
• Two years of professional experience gathering and analyzing information in a social services, human services, healthcare services, or law enforcement program;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
