JOB TITLE: MEDICAL MARIJUANA COMPLIANCE INSPECTOR SUPERVISOR

DEFINITION: This is supervisory work in the inspection of medical marijuana growers, processors, and dispensaries regulated by the Department of Health.

An employee in this job supervises inspections of permitted medical marijuana organizations in an assigned geographic territory to determine compliance with medical marijuana statutes, regulations, and policies. Work involves reviewing inspection and investigation reports, evaluating and approving recommendations for renewals and notices of deficiency, and ensuring mitigation efforts are completed. Work includes implementing procedures, methods, and training to accomplish this work; interpreting and communicating statutes, regulations, and policies; and monitoring and tracking inspection results. Work may include supervising the investigation of potential violations of law and testifying in court hearings. Work is performed independently under the general direction of a manager and is reviewed through conferences and reports.

     DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-level job based on supervising Medical Marijuana Compliance Inspectors.

• Supervises inspections of medical marijuana organizations’ sites, facilities, vehicles, books, records, papers, documents, data, and other physical or electronic information.

• Supervises inspections of medical marijuana operations including point of sale and inventory control processes; patient verification processes; surveillance systems and facility conditions; adulteration, misbranding, or defective product labeling; advertising practices; sanitation standards; and product handling, storage, and conveyance procedures.

• Reviews and evaluates inspectors’ reports, confirms results to be within acceptable standards or to be deficient, and approves a recommended course of action.

• Reviews and approves inspection reports required for permit renewals, notices of deficiency, and investigations.

• Reviews and approves applications for facility alterations or other operational changes as defined by regulations.

• Reviews and approves an inspector’s recommendation for a facility to resume operations following the evaluation of mitigation efforts in the case of a notice of deficienty or an emergency situation.

• Develops evidence gathering requirements and investigation approaches.

• Resolves issues with other state and federal agencies, local municipalities, and law enforcement regarding conflicts with medical marijuana operations and the jurisdiction of these entities.

• Monitors data and reports submitted by inspectors for compliance with agency policies and guidelines.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices used in conducting regulatory compliance inspections.

• Knowledge of inspection data collection techniques.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to prepare inspection reports.

• Ability to analyze and interpret laws, regulations, and policies.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Medical Marijuana Compliance Inspector (Commonwealth title);

or

• Two years of technical or paraprofessional experience in regulatory compliance and regulatory inspection work;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.
