DEFINITION: This is highly responsible administrative and professional work directing the Bureau of County Program Oversight in the Department of Drug and Alcohol Programs (DDAP).

The employee in this job oversees the development and implementation of policies to ensure effective Substance Use Disorder (SUD) treatment programs across Pennsylvania. Work involves directing the administration of treatment and prevention policies and programs in compliance with federal Substance Abuse Prevention and Treatment (SAPT) Block Grant requirements; developing and implementing program goals and substantive program policy changes; serving as a principal advisor to the Secretary, Deputy Secretary, and other high-level agency decision-makers on SUD treatment program service matters; and facilitating collaboration with national, regional, and state organizations on risk reduction projects and initiatives. Work also involves directing staff in the programmatic and fiscal oversight of funds issued to the Single County Authorities (SCA) to ensure the efficient and effective programming and utilization of funds by recipients of departmental funding and directing the ongoing development and implementation of programs to enhance the quality of services and ensure the maximum number of individuals, families, and communities are receiving appropriate services. An important aspect of the work involves establishing and maintaining contact with state, federal, and local program officials as well as the public to adequately assess the needs of the client population, to develop new programs to meet those needs, and to coordinate SUD treatment issues on a statewide and community level. Supervision is exercised over professional staff, and work is performed independently under the general direction of the Deputy Secretary, who reviews work through conferences, reports, and program effectiveness.

• Develops and implements policies and procedures to ensure effective SUD treatment, prevention, and intervention programs; and resolves or recommends resolutions to related issues.

• Reviews new or revised legislation, regulations, policies, and procedures related to services for SUD treatment and prevention; and makes revisions to program and funding plans as required.

• Establishes and maintains contact with department personnel, other agencies, legislators, health professionals, advisory boards, various public and private organizations, and the public to develop and implement policies and procedures at the state and local level.

• Oversees development of a comprehensive statewide needs assessment and state plan for SUD treatment, prevention, and intervention.

• Oversees the programmatic and fiscal oversight of funds issued to the SCA to ensure the appropriate delivery of services and prudent expenditure of state, federal, and other funds.

• Directs and participates in the identification of target populations in need of specialized program information about alcohol and other drug services.

• Directs the provision of multifaceted prevention, intervention, and treatment programs.

• Directs the collection, analysis, and interpretation of SUD treatment and prevention data for use in program planning.

• Prepares or directs the preparation of reports summarizing bureau activities and accomplishments.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, practices, and developments in SUD and addiction treatment, prevention, and intervention.

• Knowledge of laws, regulations, and policies affecting the development and implementation of statewide SUD programs.

• Knowledge of the principles and practices of policy and program planning and development.

• Knowledge of the principles and practices of data collection and analysis.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read, analyze, and interpret legislation, regulations, policies, and procedures.

• Ability to analyze and interpret written and numerical information.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience administering drug and alcohol or substance abuse programs, including three years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of supervisory experience in the administration of drug and alcohol or substance abuse programs.
