HEALTH FACILITY PLAN REVIEW SUPERVISOR

DEFINITION: This is supervisory and technical work, directing the examination and review of health care facility building plans for compliance with Life Safety Code and Health and Human Services construction requirements.

An employee in this class supervises health facility plan reviewers examining plans, blueprints, and specifications pertaining to the construction, alteration, and addition to health care facilities to determine compliance with either Federal rules and regulations governing their construction and/or the Life Safety Code pertaining to fire safety. An important aspect of the work involves directing staff who are conferring with owners, operators, and engineering firms associated with an individual facility. An employee is responsible for planning and supervising the activities of health facility plan reviewers, including assigning and reviewing work, evaluating employee performance, interpreting labor agreements, resolving complaints or grievances, and insuring the development of staff. Work is performed independently with review in the form of conferences and reports by an administrative superior.

EXAMPLES OF WORK: Supervises the review and approval of schematic, preliminary and final contract drawings and/or documents for compliance with departmental and Federal requirements.

Supervises the review of building plans, blueprints, and specifications pertaining to construction, alteration, and use of health care facilities for compliance with Life Safety Code regulations.

Develops through individual and group conferences the efficiency and skill of subordinate employees.

Evaluates employee work performance; prepare and signs employee performance evaluation reports.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Approves or disapproves leave requests.

Interviews prospective employees and recommends employee selection.

Interprets rules, regulations, policies, procedures, and objectives of the organization or program for subordinates.

Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.

Reviews reports, letters, and correspondence prepared by subordinates for completeness, accuracy, grammar, and content.

Establishes standards to measure subordinates' performance and discusses standards with subordinates.

Travels to work locations in order to supervise staff in conducting examinations and reviews.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal requirements pertaining to construction and alteration of health care facilities as embodied in the minimum requirements of Construction and Equipment for Hospital and Medical Facilities and other related publications.

Knowledge of the Life Safety Code as it applies to state government and health care facilities.

Knowledge of design and construction practices relating to health care facilities.

Knowledge of the procedures, techniques, and formats utilized in the preparation of interdepartmental agreements and memorandums of understanding.

Knowledge of policies and procedures relating to administration of the plan review and the safety inspection program.

Ability to plan, organize, and assign work to subordinates.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to train subordinates in the interpretation and application of rules, regulations, policies and procedures.

Ability to supervise employees effectively.

Ability to read and interpret building plans, blueprints, and specifications.

Ability to establish and maintain effective working relationships with subordinates, co-workers, supervisor, consultants, contractors, and other governmental officials and the general public.

Ability to travel to and from work locations.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as a Health Facility Plan Reviewer;

                                                                                                                                 or

Seven years of construction, design or design review experience in building structures and their component parts, and including reading and interpreting building plans and blueprints and Federal and state construction standards pertaining to patient habitation and fire safety;

                                                                                                                                or

Any equivalent combination of experience and training.
