INCOME MAINTENANCE STAFF DEVELOPMENT MANAGER

DEFINITION: This is supervisory and administrative professional work in the field of training and staff development for the Office of Income Maintenance (OIM).

An employee in this class is responsible for directing the implementation, coordination and evaluation of staff development programs in an assigned geographic area of the state or directing statewide income maintenance staff development activities in a designated central office specialized area including policy and procedures, data systems and special programs. Employees plan, organize and direct the development, implementation, conduct and evaluation of financial, supervisory, data systems, professional skills and related income maintenance staff development programs. Employees supervise staff responsible for developing and implementing staff development programs aimed at the acquisition or improvement of program and professional knowledges, skills and abilities. Work involves: reviewing and analyzing Federal and state regulations and procedures, current and proposed data systems designs; assessing and analyzing statewide staff development needs; and providing input into the development of new OIM policy and procedures. Work includes developing training standards, policies and methodologies and providing technical guidance and support to Income Maintenance Managers and County Assistance Office (CAO) Executive Directors on training requirements, and developing training plans as well as assessing the impact of changes on CAO operations. Work also includes directing, assessing or regulating area or statewide task forces convened to develop or revise staff development programs and administrative policies and procedures. Supervision is exercised over Income Maintenance Staff Development Specialists and clerical personnel. General supervision is received from the Director, Income Maintenance Staff Development, who reviews work for overall effectiveness of staff development programs.

EXAMPLES OF WORK: Plans, organizes, and directs the development, implementation, delivery and evaluation of staff development programs in financial, supervisory, data systems, policy and procedures, related income maintenance programs, and professional skills in training.

Directs the conduct and conducts staff development programs for income maintenance staff and other departments, bureaus, service providers and interested community groups.

Reviews and analyzes current and proposed Federal and state policies, regulations, procedures, data systems designs and income maintenance programs in order to provide feedback regarding the staff development and program implications; including clarifying intent through discussion with other offices/bureaus.

Provides technical guidance and support to OIM Area Managers and CAO Executive Directors in analyzing training needs and implementing staff development programs.

Determines the administrative needs of the area assigned, including space, equipment, and supply needs for training facilities.

Determines staffing needs, interviews, and selects candidates and administers personnel policies and procedures.

Determines and/or approves staff development training implementation plans and monitors programs for adherence to established policy/procedures, achievement of training objectives and effectiveness. Provides feedback to Income Maintenance Staff Development Director and OIM administrative staff on program effectiveness, and identifies program/content issues and recommends solutions.

Directs, assesses and regulates area or statewide task forces to revise and implement staff development training programs.

Evaluates the content of staff development programs prior to their delivery for adherence to behavior, objectives, clarity, logical training flow and for compliance with Federal and state statutes and Departmental regulations and goals.

Participates in the annual staff development forecast of programs to be conducted.

Supervises professional and clerical staff; plans, organizes, and determines work priorities, develops the skills of staff in regard to training, design, and presentation of staff development programs.

Provides input into formulating staff development regulations and requirements; defines performance standards for trainers to be used as basis for performance evaluation.

Receives complaints and grievances, conducts initial investigation into causes and conditions, discusses with employee and resolves or recommends resolution to complaints or grievances.

Develops employee performance standards and evaluates, prepares and participates in the preparation of performance evaluation of professional and clerical personnel; approves leave and schedules personnel, and authorizes or assigns overtime.

Prepares correspondence and reports, and ensures the maintenance of training and attendance records.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of policies, rules, regulations, and data system processes pertaining to financial, supervisory, data systems, and related income maintenance programs.

Knowledge of adult learning principles, practices and training techniques, including curriculum assessment and development.

Knowledge of CAO and Departmental operations including related automated data processing systems.

Knowledge of the principles and practices of modern management techniques, including those of employee supervision.

Ability to apply and interrelate staff development objectives to income maintenance policy and procedure.

Ability to plan, organize, direct, and supervise professional and clerical employees.

Ability to establish and maintain effective working relationships with associates, departmental and Federal officials, and others.

Ability to communicate ideas clearly and concisely, orally and in writing, and to speak effectively in public.

MINIMUM EXPERIENCE AND TRAINING: Two years as an Income Maintenance Staff Development Specialist;

                                                                                                                                         or

Four years of experience in determining eligibility for multiple function medical and financial assistance and related income maintenance program services that included two years as a supervisor of professional personnel; and two years of experience in developing, teaching, coordinating or evaluating staff development training or educational coursework;

                                                                                                                                         or

Any equivalent combination of experience and training.

A Bachelor's Degree in English, Education, Speech Communications, the Social Sciences or closely related field including nine credit hours in the principles and practices of learning theory, course or curricula development and/or the implementation and evaluation of course or instructional materials may be substituted for the required training related experience.
