JOB TITLE: EXECUTIVE DIRECTOR, PENNSYLVANIA LONG-TERM CARE COUNCIL

DEFINITION: This is highly responsible professional and administrative work coordinating functions on behalf of the Pennsylvania Long-Term Care Council in the Department of Aging.

The employee in this job performs staff work to support the activities of the Pennsylvania Long-Term Care Council (Council). Work involves planning, developing, and implementing long-term care policies, plans, strategies, and initiatives on behalf of the Council; coordinating the Council’s review and evaluation of long-term care public policy issues; providing guidance to the Council on the establishment of committees to study and report on long-term care topics; issuing recommendations for improving the commonwealth’s long-term care system; and advocating for long-term care system improvements on behalf of the Council. Work also includes developing program priorities; interacting with the Governor’s Office, state agencies, the aging network, long-term care providers, advocacy groups, legislators, and other federal, state, and private administrators in the daily activities of the Council; and presenting speeches and participating in discussion groups on long-term care issues. Work is performed under the general direction of the Secretary of Aging and is reviewed through conferences, reports, and evaluation of results achieved.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Coordinates the Council’s review and evaluation of all long-term care policy issues, including those relating to institutional care and home-based and community-based services.

• Advises the Secretary of Aging on long-term care issues.

• Develops long-term care policies related to regulatory review and access to quality care, community access and public education, services models and delivery, workforce, and housing, and policies related to behavioral health issues of older adults.

• Provides administrative support and technical assistance to the Council on establishing committees to research and study long-term care policy issues.

• Facilitates the work of Council committees in the research and study of topics assigned by the Council and the creation of reports of findings and recommendations.

• Ensures that various constituencies of the Council have opportunities to share their viewpoints and that their concerns are properly represented in all appropriate forums.

• Coordinates the Council’s work involving long-term care policy issues with the Department of Aging senior staff, Governor’s Office policy staff, other agencies’ policy shapers, the Pennsylvania Association of Area Agencies on Aging, industry representatives, advocacy groups, and other relevant organizations.

• Researches the effectiveness of long-term care policies and programs administered by commonwealth agencies to determine the effectiveness of policies and programs in meeting the needs of older adults and other constituencies needing long-term care.

• Serves as a liaison between the Council and federal, state, and local government agencies.

• Composes, edits, and/or reviews reports, articles, letters, and other documents promulgated by the Council regarding long-term care issues.

• Represents the Council on task forces, work groups, committees, and advisory groups.

• Gives speeches and answers policy questions relating to long-term care issues on behalf of the Secretary of Aging.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws and regulations governing human services programs.

• Knowledge of the provisions and objectives of long-term care legislation.

• Knowledge of the principles and practices of program planning and development.

• Knowledge of the range of services available to older adults, disabled persons, and other groups that may require long-term care.

• Ability to analyze and evaluate policies, regulations, and legislation.

• Ability to develop and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the provisions, objectives, and goals of long-term care programs and services delivered by or through commonwealth agencies.

• Ability to analyze and evaluate complex data involving long-term care programs and operations to recommend options for policy issues.

• Ability to provide leadership in developing and implementing strategies and work plans.

• Ability to present information to large groups.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional human services program experience that includes two years of long-term care program experience and three years in an administrative or consultative capacity; and a bachelor’s degree in social or behavioral sciences;

or

• An equivalent combination of experience and training that includes two years of professional long-term care program experience and three years in an administrative or consultative capacity.
