JOB TITLE: DIRECTOR, BUREAU OF EARLY LEARNING RESOURCE CENTER OPERATIONS

DEFINITION: This is professional and administrative work directing and developing policies for the statewide subsidized child care program and quality rating and improvement system for the Department of Human Services, Office of Child Development and Early Learning.

The employee in this job is responsible for planning, directing, developing, and coordinating the operations and monitoring for the statewide management of the subsidized child care program and the quality rating improvement system (QRIS). Work involves developing and directing the implementation of bureau policies and procedures; directing the provision of technical assistance to Early Learning Resource Centers (ELRCs), which administer the subsidized child care program and the QRIS; directing the development of performance indicators, processes, and tools to monitor compliance and program integrity; and directing the evaluation of data to meet reporting requirements. Extensive contact is maintained with departmental program administrators and representatives from federal, state, and private agencies and organizations regarding the administration and implementation of child care and early learning programs, policies, and procedures. Supervision is exercised over professional and technical staff. Work is performed under the general direction of the Deputy Secretary for Child Development and Early Learning who reviews work through conferences, reports, and program effectiveness.

• Directs central office staff and regional program representatives in monitoring the performance of grantees administering the subsidized child care program, Child Care Works, and the quality rating improvement system, Keystone STARS.

• Develops policies and criteria for ELRC funding allocations.

• Manages the development of allocation plans for appropriations, including the federal Child Care and Development Block Grant, Social Services Block Grant, Cash Assistance grants, and state funds.

• Directs the preparation of the state’s plan for the Child Care and Development Block Grant.

• Collaborates with government officials, public and private group representatives, and other entities on the planning, administration, and implementation of child care and early learning programs, policies, and procedures.

• Directs the development of policies and procedures to improve eligible families’ access to subsidized child care services.

• Directs the provision of technical assistance to ELRCs to improve the effectiveness of their service delivery.

• Develops monitoring procedures to ensure compliance with contract terms and grant regulations.

• Responds to provider, legislative, and consumer inquiries on the subsidized child care program and the QRIS.

• Evaluates the need for and recommends the use of information technology systems to support bureau operations.

• Evaluates delivery of consumer education materials and resource and referral

services for families and child care providers.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human services program planning and evaluation.

• Knowledge of human services programs, policies, and procedures.

• Knowledge of the principles, dynamics, and structure of community organizations and public and private agencies.

• Knowledge of the principles and practices of policy and program planning, development, and implementation.

• Knowledge of resources available to foster the establishment of human services programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional human services or social services program development and evaluation experience, including three years of supervisory experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training including three years of professional supervisory experience in a human services or social services program.
