DEFINITION: This is professional and administrative work directing and planning the activities of the Bureau of Early Intervention Services and Family Supports, Office of Child Development and Early Learning (OCDEL) in the Department of Human Services (DHS).

The employee in this job is responsible for planning, developing, and directing statewide early intervention supports and services to families with children, from birth to age five, with developmental delays and disabilities. Work involves developing policies and procedures for the administration of early intervention services and programs; preparing and evaluating state and federal legislative policy proposals; making recommendations for development and review of regulations and standards; and implementing a system for compliance monitoring and complaint management to meet federal requirements. Work includes providing leadership over the Early Intervention Technical Assistance system operations and budget in order to meet the training needs of county and Mutually Agreed-Upon Written Arrangements (MAWA) staff and ensure the needs of service providers and families are identified and addressed. Supervision is exercised over administrative, technical, and professional staff. Work is performed under the general direction of the Deputy Secretary for Child Development and Early Learning and is reviewed through reports and conferences.

• Plans, directs, and implements early intervention services and family center programs such as the Maternal, Infant, and Early Childhood Home Visiting program, the Children’s Trust Fund, and other programs that guarantee collaboration among parents, service providers, and other state and national stakeholders.

• Directs the development, implementation, and monitoring of program goals, objectives, priorities, standards, policies, and procedures for early intervention services and family center programs.

• Develops state plans and programmatic and funding applications required by federal regulations.

• Develops and evaluates legislation and policies related to early intervention services and family center programs.

• Acts as the official representative of the Departments of Human Services and Education in addressing programmatic issues regarding early intervention, Maternal, Infant, and Early Childhood Home Visiting, Children’s Trust Fund, and family centers.

• Responds to provider, legislative, consumer, and press inquiries on early intervention, Maternal, Infant, and Early Childhood Home Visiting, Children’s Trust Fund, and family center initiatives and practices.

• Collaborates with staff throughout state and federal agencies, intermediate units, school districts, county administrators, contractors, and various professional, parent, and advocacy groups.

• Oversees the design of working facilities, uses of high technology, information systems, and other equipment and materials.

• Provides leadership for the Early Intervention Technical Assistance system operations and budget so that the training needs of county and preschool early intervention staff, service providers, and families are identified and addressed.

• Reviews and approves allocations and expenditures for counties, MAWA agencies, and home visiting contractors.

• Implements a system for compliance monitoring and complaint management adequate to meet federal requirements.

• Directs and guides central office staff and regional managers in developing and evaluating quality measurement and assessment standards for service delivery.

• Directs the conduct of compliance reviews, provision of technical assistance through training and education, and evaluation of the effectiveness of existing programs.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human services program planning and evaluation.

• Knowledge of the principles, dynamics, and structure of community organizations and public and private agencies and available resources.

• Knowledge of the principles and practices of policy and program planning, development, and implementation.

• Knowledge of the principles and practices of employee supervision.

• Ability to interpret the rules, regulations, standards, and policies.

• Ability to speak effectively before large groups.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional human services or social services program development and evaluation experience, including three years of supervisory experience, and a bachelor’s degree;
