JOB TITLE: JUVENILE JUSTICE TRAINING AND RESEARCH DIRECTOR

DEFINITION: This is administrative and professional work directing the Center for Juvenile Justice Training and Research for the Juvenile Court Judges’ Commission (JCJC).

The employee in this job plans, directs, and coordinates training and research programs to improve the delivery of juvenile court and probation services. Work involves directing the development and administration of JCJC training, research, and professional development programs. Work includes developing juvenile justice program policies, directing the development and implementation of comprehensive agency research projects, and overseeing the design and implementation of data analysis and collection methods and software. Work also includes overseeing the JCJC graduate education program which involves recruiting, screening, and selecting qualified program candidates, continually assessing the development of program curriculum, and conducting research projects to evaluate program effectiveness. Work is reviewed by the Deputy Director, Juvenile Court Judges’ Commission through conferences and reports for quality and effectiveness of program performance.

• Plans, directs, and coordinates the development and administration of training, staff development, and technical assistance programs for state and county juvenile justice system practitioners and youth service agencies and their constituencies.

• Directs the review, development, and delivery of graduate education curricula and staff development programs for statewide juvenile justice system personnel, and monitors and evaluates the integrity of programs.

• Directs the selection, development, and design of agency research projects, and identifies funding sources for projects.

• Develops and oversees the implementation of juvenile justice policies, which includes coordinating with state officials, commissions, and advisory bodies.

• Directs the development of research projects and policy reports for presentation to juvenile court judges, probation officials, legislative bodies, and task forces.

• Oversees the design and implementation of data analysis and collection methods and software, including the Juvenile Case Management System and Juvenile Tracking System.

• Directs and participates in reporting juvenile delinquency case disposition data for inclusion in the Pennsylvania State Police Central Repository.

• Coordinates with participating higher education institutions in the selection of student applicants and faculty, transfer of student credits, curriculum content, evaluation criteria, and other matters relating to the juvenile justice education program.

• Plans, negotiates, and manages program grants and contracts with state and federal agencies and educational institutions.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices used to evaluate and develop service delivery improvement programs for juvenile court and probation services.

• Knowledge of laws, legislation, regulations, and procedural rules governing the operation of juvenile courts and juvenile probation departments.

• Knowledge of the resources and service delivery systems available to meet the social, economic, and health needs of juvenile offenders.

• Knowledge of the causes, treatments, and prevention of juvenile delinquency.

• Knowledge of individual and group juvenile behavior.

• Knowledge of the principles and methods of program planning and organization.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to evaluate legislation and identify potential impacts to programs.

• Ability to plan and direct the work of others.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Juvenile Court Policy and Program Development Specialist (commonwealth title);

or

• Two years of experience as a Juvenile Court Consultant (commonwealth title);

or

• Seven years of professional juvenile justice experience that includes two years of administrative or consultative work, and a master's degree in criminal justice, behavioral science, or a closely related field;

or

• An equivalent combination of experience and training.
