SERIES NATURE OF WORK:
The Human Services Program Representative job series describes work of a consultative and regulatory nature in the field of human services in the Department of Human Services (DHS).
DEFINITION:
This is professional and supervisory work overseeing the consultative assistance and regulatory compliance work involving state regulated human service operations.
An employee in this job plans, organizes, and directs the programmatic and fiscal monitoring performed by Human Services Program Representatives 1 within a defined geographical region under the regulatory jurisdiction of DHS. Work includes overseeing the monitoring and evaluating of human service providers’ implementation of DHS policy; determining regulatory compliance of their program administration and services with state and/or federal standards, legal requirements, and departmental rules and regulations; and ensuring implementation of program improvements and overseeing the recommendations of best practices in improving the quality of services being provided. Work includes supervising the review and analysis of human service providers’ fiscal, administrative, and programmatic operations and activities through on-site visits and the review and analysis of provider documentation of their services and supports provided to individuals and their families. An employee in this job oversees the investigation of complaints and incident reports, which may include deaths; the preparation of investigative findings and reports; the preparation of written reports detailing areas of regulatory non-compliance in the provision of human services; and the development of recommendations to human service providers to correct areas of regulatory non-compliance. Work is performed under the general direction of an administrative supervisor and is reviewed for conformance to overall departmental policies and program objectives through reports and conferences.

Interprets human service regulations, standards, policies, procedures, and programs.
Directs the implementation of departmental policy and new program initiatives to human service providers.
Recommends policy and procedural changes to administrative supervisors.
Reviews subordinates’ findings of on-site visits for uniformity in interpretation and application of policies and procedures relative to human service providers.
Provides consultation to human service providers and other interested entities regarding policy interpretation, management practices, planning, information technology system changes, fiscal administration, and investigations.
Advises human service providers of best practices in order to improve the quality of services provided to individuals.
Oversees or participates in the reviews of on-site visits regarding human service provider operations and administration.
Monitors and evaluates the use of funding appropriated to state regulated human services programs, providers, and facilities.
Directs the response to complaints, suspected abuse, and incidents.
Directs the review and negotiation of annual program plans, budget requests, and new program initiatives with human services officials.
Guides and participates in the development of data systems for the purposes of service program accountability and oversight.
Directs efforts for the procurement of human services and the establishment of agreements for services.
Performs the full range of supervisory duties.
Employees in this job may participate in the performance of subordinates work consistent with operational or organizational requirements.
Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
One year as a Human Services Program Representative 1;
or
Four years of professional experience developing, implementing, or evaluating a human service program, and a bachelor’s degree;
or
An equivalent combination of experience and training.
