YOUTH DEVELOPMENT COUNSELOR SUPERVISOR

DEFINITION: This is supervisory and professional counseling work in the rehabilitation and social development of adjudicated delinquent youth in a state operated facility.

An employee in this job plans, organizes and supervises an integrated rehabilitative services program for court committed, and often aggressive delinquent youth in a residential unit in a state operated facility. Supervision is exercised over lower level Youth Development Counselors and Youth Development Aides/Supervisors assigned to the residential unit who are engaged in supervising delinquent youths' treatment, educational, recreational, social and work activities; preparing records and reports of delinquent youths' rehabilitation and social development progress; and implementing discharge/release plans. Work involves supervising the development and implementation of a case management plan for each assigned delinquent youth in accordance with the guidelines of the Master Case Planning System. Work involves providing guidance and leadership for rehabilitative treatment planning, individual, group and family counseling, crisis intervention, constructive discipline, instruction and security of delinquent youth. Work is performed under the general direction of a higher-level counselor and is reviewed for conformance to departmental and facility policies and procedures through inspection of results, conferences, and reports.

EXAMPLES OF WORK: Supervises lower level counselors responsible for orienting court committed delinquent youth to the facility, conducting home conferences; and providing treatment services, such as individual, group and family counseling, crisis intervention, constructive discipline, and instruction in rehabilitative treatment, work, recreation, social development, and educational activities.

Supervises the coordination and implementation of integrated treatment and service programs for the rehabilitation of court committed delinquent youth in a state operated facility.

Provides guidance and technical assistance on assessing delinquent youths' behavior patterns and social development needs for treatment planning, scheduling, implementing, monitoring and evaluating in accordance with the guidelines of the facility's Master Case Planning System.

Administers disciplinary measures in complex situations and follows up on other disciplinary problems and incident investigations.

Participates in program planning and policy determination for the total facility.

Conducts treatment team and staff meetings and provides direction and instructive feedback through individual conferences as appropriate.

Provides immediate and long range counseling in specialized or complex cases.

Reviews incident and injury reports, records and documents on youths' daily activities, reports of misconduct, clinical and periodic or special evaluations of delinquent youth and recommends and coordinates appropriate changes to treatment programs.

Coordinates activities with facility staff, local school district administrators, probation officers, court officials, families, community placement social service agencies and others concerning delinquent youth to review and discuss their progress in meeting treatment program goals for improved social and behavioral adjustment.

Provides guidance and technical assistance to subordinate staff to develop release and aftercare plans for delinquent youth when appropriate.

Supervises housekeeping duties by scheduling, controlling and approving work in order to provide a safe, healthy, and secure environment for the delinquent youth and facility staff.

Reports and/or coordinates the correction or repair of safety hazards, facility structures, windows, doors, fire alarms/extinguishers to ensure a safe and secure environment.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the physical and emotional needs and problems of court committed, and often emotionally disturbed, physically ill or aggressive delinquent youth.

Knowledge of individual and group behavior dynamics and group life of delinquent youth.

Knowledge of the principles and practices of effective supervision.

Knowledge of health, safety and first-aid practices.

Knowledge of housekeeping principles and methods used to maintain a safe and healthy environment.

Ability to analyze treatment plans and recommend appropriate program changes.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Youth Development Counselor;

                                                                                                                                                                          or

One year of professional counseling experience with delinquent, pre- delinquent, or socially maladjusted youth in an organized program, and a bachelor’s degree in the behavioral sciences, special education, juvenile delinquency or criminal justice;

                                                                                                                                                                          or

An equivalent combination of experience and training which included one year of professional counseling experience in the care, custody, supervision, activities, leadership or personal guidance of delinquent, pre- delinquent or socially maladjusted youth in an organized program.
