OIM PROGRAM EVALUATION MANAGER
DEFINITION: This is responsible administrative and professional work directing program evaluation and corrective action activities for the Office of Income Maintenance (OIM) in the Department of Public Welfare.
An employee in this class is responsible for directing the analysis, development, implementation, monitoring and evaluation of programs to improve the accuracy and quality of service delivery for various Income Maintenance Programs. Work involves the development and implementation of programs designed to assist county assistance office (CAO) staff in reducing agency and client errors in the administration of public assistance programs. Work includes planning and directing special studies on local assistance office staff performance and functions to meet state, federal and Departmental demands; planning and directing the overall continuing development of evaluation systems and management evaluations which impact on federal financial participation in program budgets; and directing the preparation of federally mandated and state legislated annual and semi-annual state corrective action plans for various income maintenance programs. Supervision is exercised over a professional, technical and clerical staff. Work is performed independently under the general direction of the Program Evaluation and Staff Development Director who evaluates work performance through conferences, reports and results achieved.
EXAMPLES OF WORK: Directs the implementation and administration of programs and corrective action plans to measure CAO effectiveness.
Develops methods and procedures for measuring field operations effectiveness in providing client services and meeting federal and state requirements.
Provides corrective action assistance to CAO staff to reduce agency and client errors, avoid federal fiscal sanctions and maintain program quality.
Analyzes and interprets federal and state legislation and regulations which impact OIM program evaluation activities.
Directs the settlement for federal payment error differences in various quality control programs.
Establishes reporting standards and criteria for the office on federal financial participation.
Plans and directs program evaluation systems and special projects.
Plans and directs the preparation of federally mandated annual and semi-annual State Corrective Action Plans.
Directs the research and analysis of federal proposed or adopted regulations and legislation on corrective action responsibilities, performance monitoring and fiscal sanctions.
Provides guidance to program offices concerning efficient methods of operation and correct application of policy and procedures to achieve program objectives.
Performs a full range of supervisory duties.
May participate in the performance of subordinates work consistent with operational and organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the organizational, functional and administrative structure of the DPW Office of Income Maintenance.
Knowledge of the procedures and methods used by federal agencies in monitoring and evaluating state public assistance programs.
Knowledge of the principles and practices of administration.
Knowledge of complex statistical methods and reporting techniques.
Ability to analyze and evaluate complex data involving program plans, budgets, and operations, and to make recommendations leading to policy changes and operational changes.
Ability to plan and direct the work of subordinate staff.
Ability to establish and maintain effective working relationships with state and federal officials.
Ability to communicate effectively both orally and in writing.
MINIMUM EXPERIENCE AND TRAINING: Five years of responsible professional experience in the field of Income Maintenance, three years of which must have been in a supervisory capacity; and a bachelor's degree;

An equivalent combination of experience and training.
