DEFINITION:
This is responsible professional and administrative work directing and planning the activities of the Bureau of Financial Management and Program Support, Office of Developmental Programs (ODP) in the Department of Human Services (DHS).
The employee in this job directs the financial management and program support functions for the Office of Developmental Programs. Work involves directing the development and implementation of financial management and program support policies, procedures, and strategies to meet program goals and objectives; coordinating the development and implementation of program service rates; and directing and managing all aspects of the preparation of the budget for ODP. Work includes designing and implementing allocation processes and procedures for ODP’s State Centers, private Intermediate Care Facilities for individuals with intellectual disabilities (ICFs/ID), and community programs; and monitoring allocations and budgets throughout the fiscal year and developing allocation revisions and re-budgets. Work also involves directing the design, implementation, and utilization of systems to monitor the performance of State Centers in executive annual budgets and statistical methodologies to evaluate community based programs relative to funds allocated; and directing data gathering and analysis in support of program and policy staff and ODP objectives. Supervision is exercised over administrative, technical, and professional staff. Work is performed under the general direction of the Deputy Secretary for Developmental Programs and is reviewed through reports and conferences.

• Directs the development and implementation of policies related to financial management, budget analysis, and monitoring of ODP’s expenditures.
• Directs the development and implementation of policies related to fee-schedule, cost-based, and capitated rates for programs such as the Consolidated, Personal and Family Directed Support and Adult Autism Waivers, and Audit Community Autism Program and Intermediate Care Facilities (ICFs).
• Directs the development and implementation of policies and processes for provider rate appeals.
• Directs the development, revision, and implementation of allocation processes for state ID centers, private ICFs/ID, and community programs.
• Directs the preparation of the annual ODP state budget, including program measures, program analyses, and blue book materials for submission to the DHS Budget Office.
• Directs the design and implementation of evaluation systems to monitor community programs, ICF/IDs, and State Centers’ performance in executing annual allocations and budgets.
• Directs the necessary follow-up activities relating to audits of State Center facilities and programs.
• Directs the review and analysis of annual program plans submitted by State Centers, ICF/IDs, and counties to ensure budget allocations are appropriate and in accordance with funding constraints and program goals.
• Directs the design and management of data collection systems for Home and Community Services Information Systems (HCSIS) data extracts and DHS Data Warehouse reports.
• Assists other ODP bureaus and DHS program offices to formulate appropriate data mechanisms to objectively measure critical aspects of the ODP service and support delivery system.
• Directs the provision of pertinent and reliable information about quality outcomes to assist ODP staff, business partners and key stakeholders in decision making regarding HCSIS Information Technology (IT) system improvements.
• Identifies opportunities to improve outcomes through data collection, analysis, and strategic planning.
• Ensures integrity of data used in decision making.
• Provides overall guidance and support to ODP on IT issues.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the goals and objectives of human services programs.
• Knowledge of the principles and methods of actuarial analysis.
• Knowledge of the principles and methods of statistical analysis.
• Knowledge of the principles and practices of employee supervision.
• Ability to read, analyze, and interpret policies, procedures, and regulations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Six years of professional budget or fiscal management experience in a human services program, including two years of supervisory experience, and a bachelor’s degree in business, public administration, or a closely related field;
or
• An equivalent combination of professional experience and training which includes two years of supervisory experience in budget or fiscal management.
