SERIES NATURE OF WORK:

The Human Services Licensing job series describes work in the regulation of licensed care facilities in the Department of Human Services (DHS).

DEFINITION:

This is professional and specialized field work regulating licensed care facilities in DHS.

An employee in this job is responsible for the inspection, licensing, and monitoring of residential and non-residential licensed care facilities to ensure that they meet licensing standards and are operating in accordance with legal requirements and departmental rules and regulations. Work involves conducting on-site inspections and investigations of licensed care facilities for the purpose of determining regulatory compliance. Work includes providing technical assistance to licensed care facilities to correct violations and achieve compliance with the licensing standards and regulations. Work also includes investigating complaints and unusual incidents registered against licensed care facilities. Work is performed with a high degree of independence under the general supervision of a Human Services Licensing Supervisor and is reviewed for conformance to regulations and departmental policies and procedures through conferences, reports, and direct observation.

• Provides information and clarification on applicable licensing rules, regulations, and application processes to potential and current licensed care facilities and the public.

• Interviews administrators, staff, residents, and others to obtain information relevant to compliance with applicable statutes and regulations.

• Inspects physical site conditions, observes facility operations, and reviews staff records, resident records, and written policies and procedures for conformance to licensing rules and regulations.

• Initiates follow-up actions to ensure noted deficiencies are being corrected and monitors and evaluates the progress of licensed care facilities in correcting deficiencies.

• Conducts investigations of complaints and unusual incidents, such as physical and sexual abuse of residents, criminal felony convictions, resident death or neglect/abandonment, unsanitary conditions, fire safety risks, falsification of documents, failure to seek necessary medical care, failure to provide staff supervision, lack of food/utilities, and building code violations.

• Engages and collaborates with federal, state, and local human services agencies related to joint investigations and inspections.

• Collaborates with local, state, and federal law enforcement agencies to coordinate licensing enforcement investigations and actions involving criminal investigations.

• Provides testimony at administrative, civil, and criminal hearings regarding licensing enforcement actions or observed criminal acts.

• Prepares narrative and oral reports relating to licensing, monitoring, and technical assistance activities.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years of professional experience gathering and analyzing information in a social service or law enforcement program, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
