DIRECTOR, BUREAU OF HUMAN SERVICES LICENSING

DEFINITION:

This is highly responsible managerial work directing statewide licensing programs in the Bureau of Human Services Licensing for the Department of Public Welfare.

The employee in this job is responsible for planning, developing, directing, implementing, evaluating, and enforcing statewide licensing and regulatory activities for all out-of-home care facilities licensed by the Department of Public Welfare. Work involves the development and implementation of policies and procedures to assure the health, safety, and well-being of vulnerable populations living in out-of home care facilities; coordinating and facilitating regulatory activities with other state agencies; and directing technical consultation and training programs regarding regulatory, policy, and procedural standards. Work involves creating new policy; evaluating existing policy, procedures and regulations; and administering and managing program regulations to ensure that quality, effective, and efficient services are provided to residents. Work includes implementing policies and procedures governing out-of-home care facilities as well as key management strategies to achieve goals and objectives and providing guidance to regional licensing program staff and other program administrators, attorneys, and governmental officials. Work also involves directing the enforcement, oversight actions, and licensure of all out-of-home care facilities in the Commonwealth. Supervision is exercised over managerial, professional, technical, and clerical staff. Work is performed with a high degree of initiative and independent judgment and is reviewed through reports, conferences, and evaluation of program effectiveness.

EXAMPLES OF WORK:

Directs, plans, develops, and coordinates statewide regulatory and licensure programs for out-of-home care settings.

Develops and recommends policy changes related to program improvement of the out-of-home care facilities.

Directs the preparation of policy analysis, research, and evaluation studies relating to proposals for new or revised policy and identifies policy and budget issues and rule revisions.

Reviews and comments on legislative proposals associated with changes or additions to out-of-home care licensing programs.

Implements key management strategies to achieve goals and objectives by coordinating, reviewing, evaluating, and refining policies and procedures.

Directs the oversight and enforcement actions of out-of-home care facilities, assignment of investigations, preparation of reports and recommendations, and the issuance of licenses.

Represents the department at meetings, conferences, seminars, and other events.

Directs staff engaged in planning, developing, evaluating, and coordinating the review and inspection of out-of-home care facilities.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of laws and regulations pertaining to out-of-home care licensing programs.

Knowledge of the principles, practices, and methods of policy and program planning, development, and evaluation.

Knowledge of human services licensing principles and practices.

Knowledge of operations and services provided by out-of-home facilities.

Knowledge of licensure enforcement practices and procedures.

Knowledge of the principles and practices of supervision.

Ability to analyze and interpret policies, procedures, and regulations.

Ability to analyze and interpret program and fiscal data.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING:

Eight years of professional experience in the development, implementation, and evaluation of a human services or social services program, including three years in a supervisory capacity in an out-of-home care licensing program, and a bachelor’s degree in gerontology, social work, public health, or closely related field;

or

An equivalent combination of professional experience and training which includes three years in a supervisory capacity in an out-of-home care licensing program.
