VOCATIONAL REHABILITATION MANAGER 1

DEFINITION: This is professional managerial work providing vocational rehabilitation services for persons with disabilities.

An employee in this job plans, organizes, and directs the work of a district rehabilitation office or serves as an assistant administrator of the Philadelphia or  Pittsburgh district rehabilitation office. Employees have extensive responsibility for interpreting the program, establishing effective working relationships with employers and community resources throughout the district, and developing expanded opportunities for the vocational training and placement of persons with disabilities. Important aspects of this work include preparing or directing the preparation of the district’s budget to ensure adequate service provision to the largest number of customers within each district office, and conducting or overseeing the administrative review of cases, including those where services have been denied or terminated. Rehabilitation program responsibilities are implemented through subordinate professional supervisors. Work is performed under general direction and is reviewed for conformance to policies, procedures, and regulations through reports and conferences.

EXAMPLES OF WORK: Plans, organizes, and directs the rehabilitation program in a district rehabilitation office through subordinate professional supervisors.

Assists in the direction of the rehabilitation program in the Philadelphia or Pittsburgh district rehabilitation office.

Participates in the development and implementation of vocational rehabilitation program policies and procedures by interpreting federal and departmental policies and procedures governing vocational rehabilitation programs.

Assesses the demographic makeup and service needs for client services in assigned counties.

Investigates or ensures the investigation of cases in order to dispose of appeals or recommend disposition actions.

Conducts regular case reviews to ensure the appropriate implementation of the Rehabilitation Act and federal regulations within the assigned district office.

Prepares or directs the preparation of reports on the status and progress of programs and overall workload within the assigned district office.

Directs the preparation of budget materials for a district rehabilitation office.

Represents the agency with program partners, advocacy groups, employers, and other public and private agencies to develop partnerships and engender support for the employment of persons with disabilities.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational and organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of social and human services.

Knowledge of laws, regulations, policies, and guidelines that affect the development and implementation of social and human services programs.

Knowledge of the social problems of persons who are eligible for social and human services.

Knowledge of support services provided to persons who are eligible for social and human services.

Knowledge of the resources and services available to persons with physical or mental disabilities.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Four years of professional social or human services experience that includes two years of professional experience working in programs that serve persons with disabilities and that includes or is supplemented by one year of professional supervisory or consultative social or human services experience, and a bachelor’s degree;
