ASSISTANT DISTRICT ADMINISTRATOR, OVR

DEFINITION: This is specialized professional and administrative work in the field of vocational rehabilitation.

An employee in this job serves as the assistant administrator of a district office within the Office of Vocational Rehabilitation. Work involves participating in workgroups and committees to develop program policies and procedures; interpreting and implementing program policies and procedures; assisting the district manager in developing the district’s budget; monitoring program expenditures; determining personnel needs including staffing levels and employee development; conducting training resulting from changes in state and federal regulations; preparing purchasing requests and lease agreements, and identifying management information systems needs and coordinating enhancement projects. Work may also include reviewing and assigning referrals to the appropriate program services; ensuring timely and appropriate services are being provided to clients; and responding to legislative inquiries and customer complaints. Supervision may be exercised over professional, clerical or fiscal staff. Work is performed under the general supervision of a Vocational Rehabilitation Manager or Blindness and Visual Services District Manager and is reviewed through reports, conferences, and an evaluation of overall program effectiveness.

EXAMPLES OF WORK: Serves as an assistant administrator to oversee all administrative functions including personnel, budget, fiscal operations, purchasing, leasing, management information systems, and training.

Supervises employees engaged in the provision of specialized social services to eligible clients including vocational rehabilitation services, independent living, orientation and mobility, rehabilitation teaching, and other specialized social services.

Recommends, interprets and implements program policy.

Reviews district operations for compliance with State and Federal regulations.

Assists in the development of program budget proposals by participating in budget calculations and determining needs.

Identifies training needs and takes an active part in planning and conducting in-service training activities.

Monitors and approves program budget expenditures.

Reviews and assigns new referrals based on program services needed.

Determines personnel needs and recommends staffing levels and changes to the Manager.

Interprets policies, procedures, and regulations to agencies or employers outlining rehabilitation services available to persons with disabilities.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of counseling and guidance.

Knowledge of individual and group behavior and ways of working effectively with adults and children who have physical or mental disabilities.

Knowledge of physical and mental disabilities and their social and vocational implications.

Knowledge of employment trends and labor markets and their impact on the employment of persons with disabilities and the vocational rehabilitation process.

Knowledge of the theories, principles, methods and practices of vocational and social rehabilitation.

Knowledge of the current social, economic, and medical trends, and problems with special emphasis on factors related to vocational and social rehabilitation.

Ability to interpret federal and state laws, regulations, and policies impacting the delivery of services.

Ability to establish and maintain effective working relationships.

Ability to analyze and interpret written information.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Vocational Rehabilitation Counselor, Vocational Rehabilitation Counselor, Placement, Vocational Rehabilitation Counselor, Deaf and Hard of Hearing, Rehabilitation Teacher for the Blind and Visually Impaired, or Orientation and Mobility Instructor;

Two years of professional experience providing social services, counseling or guidance in a vocational rehabilitation program.
