VOCATIONAL REHABILITATION INSTRUCTOR SUPERVISOR
DEFINITION:
This is professional education work supervising vocational education instructors of the Hiram G. Andrews Center, Department of Labor and Industry.
An employee in this class supervises instructors in the development of curriculum and courses, teaching techniques, and lesson plans, and the evaluation of student progress. Work includes assisting the education director in coordinating vocational and pre-vocational education activities with other departments, explaining procedures to new personnel, and participating in providing information for establishing polices and procedures to conform with program goals, rules, and regulations, and the mandates of accrediting and licensing agencies. Supervision is exercised over instructors and clerical staff in an assigned instructional unit. Supervision includes planning and assigning work; reviewing work performance; evaluating employee performance and preparing and signing employee Performance Evaluation Reports; receiving and resolving grievances and complaints; interviewing and recommending employee selection; reviewing and approving/disapproving leave requests; and training subordinates. Supervision is received from the education director through conferences, reports, and evaluation of program effectiveness.
EXAMPLES OF WORK:
Supervises vocational rehabilitation instructors in vocational training and pre-vocational training programs at the Hiram G. Andrews Center.
Assists instructors in making evaluations of student progress and potential for completing established education plans.
Assists in coordinating the education program activities with other institutional departments.
Assists with curriculum and course development and supervises instructors in classroom techniques and lesson planning.
Provides assistance to instructors in developing methods of maintaining accurate classroom records and participates in the selection of textbooks and various instructional materials.
Plans and organizes work, assigns work, determines work priority, and reviews work performance of staff.
Evaluates employee performance and prepares and signs employee Performance Evaluation Reports.
Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.
Interviews prospective employees and recommends employee selection or ranks applicants in terms of preferability for employment.
Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.
Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.
Approves or disapproves leave requests.
Initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary action or dismissals.
Evaluates educational training needs of subordinates and requests further education and training courses for subordinates.
Assists in the development and delivery of in service training programs for education staff.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of the current methods of education used in teaching vocational education at the adult level and an understanding of their adaptation to meet students' special needs.
Knowledge of the occupational hazards and safety precautions common to the vocational education office-laboratory-classroom environment.
Knowledge of the principles of vocational education.
Knowledge of the principles and practices used in developing comprehensive educational plans.
Ability to learn to plan and assign work to subordinates.
Ability to learn to evaluate employee performance and prepare employee Performance Evaluation Reports.
Ability to read, and learn to interpret and apply collective bargaining contracts applicable to the work performed by the unit.
Ability to develop and adapt extraordinary techniques of instruction to meet students' special needs.
Ability to organize and promote an office-laboratory-classroom environment, and to maintain discipline and order.
Ability to establish and maintain effective working relationships with students, associates, and other institutional personnel.
Ability to communicate effectively, both orally and in writing.
Ability to research and develop new course materials and techniques.
Ability to gather, analyze, and report information affecting program decisions.
Ability to recognize the need for adaptations to machinery, equipment, and techniques to resolve teaching problems presented by the special needs of students, and to assist others in implementing better teaching methods.
Ability to design curricula, course outlines, lesson plans, and individualized learning plans for students.
Ability to insure safety precautions are followed in the office-laboratory-classroom environment.
Ability to evaluate the performance and progress of students through work assignments, tests, and observation.
Ability to complete learning records for students and other reports and forms.
MINIMUM EXPERIENCE AND TRAINING:
Two years of journey level experience in a vocational occupation; and three years of training or instructing, including participation in the development of educational curricula or programs. Eighteen college level credits in vocational education teaching courses, including curriculum development, may be substituted for one year of training or instructing.

A bachelor degree in vocational education that included curriculum development; and two years of training or instructing.
or
Five years of any equivalent combination of experience and training that included curriculum development, training/instructing, and vocational education/occupational work.
