VOCATIONAL REHABILITATION EDUCATION DIRECTOR
DEFINITION:
This is professional educational and administrative work directing the activities of the Education Division of the Hiram G. Andrews Center (HGAC), Department of Labor and Industry.
The employee in this job is responsible for establishing education policies, curriculum, and standards of performance to meet HGAC educational objectives. Work includes directing educational activities to meet the goals of the program and directing the accreditation processes for the Commonwealth Technical Institute (CTI). Supervision is exercised over instructor supervisors and clerical staff. Policies and procedures are established in consultation with the Center Director to conform to Office of Vocational Rehabilitation (OVR) and HGAC goals and the mandates of accrediting and licensing agencies. Work is performed with considerable independence and is subject to review by the Director of HGAC through conferences, analysis of written reports, and evaluation of program results.
EXAMPLES OF WORK:
Develops and maintains specialized associate’s degree, diploma, and remedial programs in compliance with the standards of the Pennsylvania Department of Education, the Accrediting Commission of Career Schools and Colleges, and financial aid programs.
Implements and directs, through subordinate supervisors, the career and technical occupational training programs and the remedial pre-vocational training programs.
Assesses the need for course revisions in order to develop HGAC educational programs that will accommodate the employment needs of Pennsylvanians with significant disabilities.
Directs the development of curriculum and class schedules for all degree, diploma and remedial programs offered at HGAC.
Reviews educational programs at the end of each trimester to ensure proper continuity of scheduling.
Directs the maintenance of student records.
Oversees the preparation and maintenance of educational reports required by HGAC, OVR, and the licensing and accrediting agencies.
Keeps HGAC and CTI staff informed of all programs and program updates.
Solicits support for HGAC from OVR district personnel and local and statewide sources in the recruitment of eligible students for CTI programs.
Develops, establishes, and updates program information for the CTI@HGAC catalog.
Serves as CTI and HGAC liaison with the Department of Education and the Accrediting Commission of Career Schools and Colleges.
Oversees the recruitment and selection of Program Advisory Committees (PAC) members to provide input regarding curriculum, facilities, equipment, and program outcomes.
Selects committee chairpersons for standing committees, steering committees, and special committees, and acts as an ex-officio member.
Serves as a member of the HGAC management team.
Performs the full range of supervisory duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of the principles and techniques of school administration.
Knowledge of the current adult learning methods used in career and technical education and an understanding of their adaptation to meet students' needs.
Knowledge of the principles of career and technical education.
Knowledge of the principles and practices used in developing comprehensive educational plans, programs, and curricula.
Knowledge of the occupational hazards and safety precautions common to the career and technical education office-laboratory-classroom environment.
Knowledge of the techniques to adapt machinery and equipment to resolve teaching problems presented by the special needs of students and to improve teaching methods.
Knowledge of the methods and techniques used to develop and implement in-service training programs for instructional staff.
Knowledge of the methods and techniques used to analyze the learning records of students to evaluate attainment of educational objectives.
Knowledge of principles and practices of employee supervision.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING:
Two years of professional educational supervisory experience in a vocational education program approved by a state Department of Education.
