REHABILITATION CENTER ADMINISTRATOR

DEFINITION: This is highly responsible administrative work in directing the management and operations of the Hiram G. Andrews Center.

An employee in this class is responsible for planning, developing, coordinating, and directing the programs, services, and operations of the Hiram G. Andrews Center through subordinate managers, public and/or private industry partners on a twenty-four hour basis. This position administers policies established by the State Board of Vocational Education for Rehabilitation and requires the development and implementation of center policies and procedures. The employee analyzes developments and trends in vocational rehabilitation to establish the Hiram G. Andrews Center priorities and direction for staff in the development of comprehensive vocational rehabilitation programs and services. Supervision is exercised over all center employees through subordinate staff and work is reviewed for conformance to broad departmental policies through conferences, inspections, reports, and evaluation of results by the Executive Director of the Office of Vocational Rehabilitation.

EXAMPLES OF WORK: Directs the planning, developing, coordinating, and directing of the counseling and guidance, medical services, supportive therapies, rehabilitation engineering and related assistive technology, independent living, and post-secondary training and placement at the Hiram G. Andrews Center.

Coordinates human resources, security, and information technology functions for the Hiram G. Andrews Center.

Directs the institutional business management functions including building maintenance, purchasing, storeroom, dietary, trades, maintenance repair, boiler plant, and custodial.

Directs the educational functions including instruction and financial aid.

Directs the development and implementation of cooperative working relationships to ensure the provision of state practices, programs, and technology.

Plans and directs the development and improvements of programs and services to promote training relevancy and placement.

Meets with local, state, and federal officials, special interest groups, advisory committees, and the public for the purpose of promoting understanding and utilization of the rehabilitative programs and services at the Hiram G. Andrews Center.

Resolves operational problems and establishes priorities relative to the functioning, management, and implementation of programs and services.

Reviews proposed legislation for possible impacts on programs and services at the Hiram G. Andrews Center.

Prepares performance standards and evaluation reports for subordinate managers and supervises and acts as reviewing officer for subordinate supervisors.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods of rehabilitation.

Knowledge of modern principles, practices, and techniques relating to the care and treatment of persons with disabilities.

Knowledge of the implications of severe disabilities on vocational, medical, social, cultural, and personal issues.

Knowledge of employment practices and skills, abilities, and physical demands of the more common occupations.

Knowledge of community agencies, volunteer groups, and social or welfare agencies engaged in rehabilitative programs and services.

Knowledge of the principles and methods of administration and supervision.

Ability to communicate effectively and express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with associates, subordinates, public officials, special interest groups, and the public.

MINIMUM EXPERIENCE AND TRAINING: Seven years of progressively responsible administrative experience in a vocational rehabilitation program, a rehabilitation center, a vocational training facility, or institutional management, including three years of supervising professional employees in vocational rehabilitation, institutional administration, or vocational education; and a bachelor's degree
