JOB TITLE: PAROLE COMMUNICATIONS SUPERVISOR

SERIES NATURE OF WORK: The Parole Communications job series describes work involving the monitoring, receipt, and transmittal of information.

DEFINITION: This is supervisory work in receiving, interpreting, transmitting, and coordinating communications and activities in the Parole Communications Center within the PA Board of Probation and Parole.

An employee in this job supervises Parole Communications Operators to ensure twenty-four hour communications and technical support for the Board’s parole supervision staff. Work involves monitoring the Parole Communication Center’s activities to ensure effective operations, and to identify and resolve deficiencies; coordinating and communicating with various law enforcement and criminal justice agencies to ensure public safety; assisting in the management of the Board’s Electronic Monitoring Program, which involves the monitoring of Radio Frequency (RF) and Global Positioning System (GPS) equipment worn by offenders; assisting in the development and implementation of administrative and operational policies and procedures; and providing training at the Board’s Basic Training Academy (BTA) regarding the services and functions provided by the Parole Communications Center. Work is performed with considerable independence under the general supervision of a Parole Communications Manager or other administrative supervisor, and is reviewed for conformance to established policies and procedures through reports and conferences.

• Supervises Parole Communications Operators and provides direction, guidance, and problem resolution to ensure continuous operations.

• Assists in the development, interpretation, application, and implementation of Board policies and procedures associated with the Parole Communications Center.

• Ensures National Crime Information Center (NCIC) Hit confirmations are responded to within mandated timeframes.

• Facilitates communications between law enforcement and PA Board of Probation and Parole staff in instances involving officer safety and offender emergencies.

• Authorizes the issuance of 48-hour detainers to Board staff and other law enforcement agencies for parole violators/absconders apprehended once identification of the offender has been confirmed.

• Assists with the development and maintenance of operational and procedural instructions and/or manuals used by subordinate staff.

• Assists in the development and maintenance of plans for the relocation and continued operation of the Parole Communication Center.

• Coordinates annual Parole Communications Center relocation drills.

• Prepares work schedules to ensure adequate employee coverage and continuous operation of the Parole Communication Center.

• Provides electronic offender monitoring training to Board employees.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of criminal justice system terminology, such as power of arrest, arraignment, and subpoenas.

• Knowledge of office communications equipment.

• Knowledge of standard office practices and procedures.

• Ability to operate a personal computer and related software.

• Ability to read and interpret written material, such as laws, regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year of experience as a Parole Communications Operator;

or

• Three years of clerical experience, which included one year in a criminal justice or law enforcement agency;

or

• An equivalent combination of experience and training, which included one year in a criminal justice or law enforcement agency.

SPECIAL REQUIREMENT:

• All employees must obtain CLEAN and JNET certification within three months of employment and maintain these certifications for the duration of employment in this job.
