JOB TITLE: CORRECTIONS EMPLOYMENT AND VOCATIONAL COORDINATOR

DEFINITION: This is professional vocational counseling work in providing employment and skills development opportunities to inmates in a state correctional facility.

An employee in this job is responsible for recommending work assignments and vocational/technical training for the development and implementation of individualized treatment plans for inmates. Supervision may be exercised over Corrections Employment and Vocational Assistants and clerical staff. Work involves coordinating the utilization of inmate workers to fulfill the needs of facility’s activities in a variety of occupational areas; identifying and resolving a variety of issues associated with screening and placing inmates into appropriate jobs due to the skills required in the job assignments, the limitations imposed by the inmates' physical and psychological conditions, and the impact of the inmates' prescriptive program plans on job placement; and recommending the creation of new inmate jobs and accompanying pay scales to ensure the support of the facility's activities and occupational requirements. Work also includes accountability for the facility’s inmate payroll and compensation system by ensuring that inmate job assignments and payment for work performed are accomplished in accordance with agency policies and guidelines. Work is reviewed for effectiveness by an administrative supervisor through conferences and evaluation of results.

• Interviews all newly admitted inmates to collect employment history and to ascertain their skills, capabilities, and interests.

• Provides employment services for inmates to secure job assignments.

• Evaluates reports and recommendations of psychological, medical, educational, caseworkers, and other facility personnel concerning inmate employment.

• Reviews case histories of inmates at reception and recommends training needs and facility job placement.

• Provides advice to inmates regarding the selection and continuation of specific vocational/technical training for development of job skills.

• Participates in progress assessment meetings and makes appropriate recommendations based on the information contained in job and vocational/technical training records.

• Advises facility staff on solving problems relating to inmates' work assignments.

• Counsels inmates on job adjustment difficulties and recommends changes in job assignments.

• Maintains a status of total inmate population to provide a variety of current information regarding housing, work and training assignments, furloughs, and other data relevant to treatment plans.

• Prepares reports for employment history updates, community service center referrals, parole, etc.

• Recommends rates of pay for inmates based on individual skills and interests, the Dictionary of Occupational Titles, and the Inmate Compensation System.

• Ensures the maintenance of records of inmates' employment histories and training progress reports.

• Administers an inmate payroll and compensation system by ensuring compliance with agency policy and guidelines in assigning inmates to jobs, training inmate work supervisors in procedures required for completion of inmate payroll, and ensuring the maintenance of the facility’s inmate payroll system.

• Receives and audits timekeepers' daily reports of inmates' hours of work and absences, class attendance for academic studies and vocational training, and forwards related payroll data to the Inmate Accounts Section.

• Coordinates the proper utilization of inmates for a range of institutional activities and occupational areas.

• Serves on assigned committees.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods used to evaluate vocational and employment information.

• Knowledge of general skill requirements in various occupational fields.

• Ability to operate a personal computer and related software.

• Ability to analyze and interpret data.

• Ability to perform basic mathematical calculations, such as addition, subtraction, multiplication, and division.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities.):

• Two years of experience as a Corrections Employment and Vocational Assistant;

or

• Two years of para-professional experience in obtaining and evaluating vocational or employment information;

or

• An equivalent combination of experience and training.
