JOB TITLE: CORRECTIONS UTILITY PLANT OPERATOR

DEFINITION: This is manual and skilled mechanical work involving the care, custody, and control of inmates in the operation, maintenance, and repair of a boiler plant at a state correctional institution or facility.
An employee in this job performs the work and directs inmates on an assigned shift in the maintenance, operation, and repair of a boiler plant that generates steam, hot water, chilled water, or electricity, or receives steam, hot water, chilled water, or electric services from outside vendors. Work includes monitoring boiler plant systems and making adjustments to ensure proper operation; keeping accurate records of fuel consumption and steam, hot water, or chilled water production; and recommending changes to procedures or equipment to increase plant efficiency. Work may involve the operation of auxiliary electric generating equipment for either regular production of electricity or as a standby for emergencies. An employee in this job is also responsible for the care, custody, and control of assigned inmates during a work shift. Work is assigned, monitored, and reviewed during the assigned shift and upon completion for conformance with instructions and safe operations by a technical or administrative supervisor.

• Performs the work and directs inmates in the maintenance, operation, and repair of a boiler plant.
• Operates boiler plant equipment in a steam, hot water, chilled water, and electric generating plant.
• Receives, monitors, and ensures proper distribution of steam, hot water, chilled water, or electric services provided by outside vendors.
• Performs standard calibrations and adjustments to heating, ventilating, and cooling systems to ensure proper distribution of hot or chilled water.
• Performs adjustments and repairs to boilers, pumps, auxiliary equipment, valves, and fittings.
• Discusses inmate performance with the supervisor of utility plant operations.
• Prepares inmate progress reports and maintains inmate attendance records.
• Maintains care, custody, and control over assigned inmate workers.
• Searches inmates and work area for contraband.
• Tests boiler water to determine degree of hardness and adds chemicals to ensure proper water softness.
• Cleans boilers, chillers, and generating rooms.
• Keeps shift records of fuel consumed and the amount of steam, hot water, or chilled water produced and used.
• Assists other skilled employees in the maintenance and repair of plant equipment.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles governing the operation, maintenance, and repair of steam boilers and related equipment.
• Knowledge of the occupational hazards and safety precautions in boiler plant operations.
• Knowledge of heating, ventilating, and cooling systems related to boiler plant operations.
• Ability to read and interpret wiring and plumbing diagrams and blueprints.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively in writing.
• Ability to communicate effectively orally.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Three years of experience in the operation, maintenance, and repair of a steam or hot water generating plant, or a steam and electric generating plant;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENT:
• Certain positions require possession of an active Power (Stationary) Engineer license.
