JOB TITLE: DIRECTOR, BUREAU OF POPULATION MANAGEMENT AND SENTENCE COMPUTATION

DEFINITION: This is professional and managerial work directing the activities of the Bureau of Population Management and Sentence Computation in the Department of Corrections (DOC).
The employee in this job is responsible for planning, developing, coordinating, and managing all Bureau activities. Work involves the formulation and implementation of policies and procedures to manage bureau operations; the development of program goals, objectives, and priorities; and the analysis of the impact of proposed legislation on areas of responsibility. An important aspect of this position involves the statewide review, analysis, and effective management of the placement, transfer, and separation of the agency’s inmate and reentrant population. Work is performed under the general direction of the Executive Deputy Secretary for Institutional Operations and is reviewed through reports, conferences, and evaluation of overall results.

• Plans, directs, and coordinates the bureau’s activities including the development of agency policies regarding facility bed management, inmate transportation, and sentence computation.
• Plans, manages, and evaluates operational audits to gauge compliance with statutes, policies, and procedures.
• Develops a comprehensive budget request for bureau operations and monitors funds and expenditures.
• Directs and coordinates continuity of operations planning for the Department’s Transportation Hub to ensure inmate placement and transportation services continue to operate in the event of a disruptive emergency.
• Reviews proposed legislation to evaluate impact on bureau operations and recommends support or opposition to executive leadership.
• Collaborates with agency staff to develop and monitor inmate population trends based on available information and projected movements.
• Provides consultative guidance to facility staff, central office staff, and executive leadership regarding matters which directly impact areas of responsibility.
• Establishes and maintains effective working relationships with federal, state, and local law enforcement entities.
• Ensures the efficiency and effectiveness of bureau operations through the review of reports and correspondence.
• Serves as a member of the Department’s Executive Staff.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of program planning, development, implementation, and administration.
• Knowledge of corrections custody and security standards, principals, and methods.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze, interpret, and evaluate policies, procedures, and regulations.

• Knowledge of commonwealth policies, procedures, and processes governing the statewide placement, transfer, and separation of inmates.
• Knowledge of correctional and probation and parole principles and practices.
• Ability to develop, interpret, and implement policies and procedures, and to analyze and evaluate the effectiveness of their application.
• Ability to coordinate the activities of program areas and to resolve conflicts.
• Ability to prepare a program budget and to analyze and control expenditures.
• Ability to plan, direct, and oversee the work of a large staff.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Seven years of professional correctional experience, including three years in a supervisory capacity, and a bachelor’s degree;
or
• An equivalent combination of professional experience and training including three years of correctional supervisory experience.
