SERIES NATURE OF WORK: The Human Services Program Specialist job series describes work in support of human services programs in the Department of Human Services.
DEFINITION: This is professional staff work in the administration of a human services program.
An employee in this job performs work in analyzing, implementing, coordinating, monitoring, and evaluating a human services program or program operations. Work includes providing guidance and technical assistance to departmental, county, and health and human services providers with program and fiscal planning; explaining departmental objectives; and coordinating human services program delivery. Work involves developing, implementing, or recommending changes to human services programs and procedures by analyzing existing programmatic and fiscal data to determine program effectiveness; recommending solutions to problems; recommending corrective actions; and preparing reports and correspondence. Work may include providing training on human services programs and supports and may involve reviewing and monitoring program systems to identify data inaccuracies and participating in the development of solutions. Work is performed under the general direction of a professional or administrative supervisor and is reviewed through conferences and reports.

• Monitors contracts to ensure services are consistent with contract language and comply with federal and state regulations, guidelines, and procedures.
• Participates in the development of procurement documents.
• Participates in the development of program contracts including work statements, program narratives, budget projections, allocation of monies, and amendments.
• Serves on evaluation committees to select contracted providers.
• Reviews and recommends modifications to program manuals and materials based on legislative, regulatory, or policy revisions.
• Provides formal and informal training in support of program operations.
• Coordinates the collection of data for analysis and preparation of reports.
• Participates in arranging joint agreements and projects with public and private agencies and organizations.
• Collects and analyzes error data, quality control reviews, and management evaluation reviews.
• Determines profiles and trends of social service needs to develop, monitor, and evaluate human services programs.
• Develops recommendations for corrective action plans, and evaluates and monitors their implementation.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the functions and objectives of human services programs.
• Knowledge of the laws and regulations governing human services programs.
• Knowledge of available resources for providers of human services programs.
• Knowledge of the principles and methods of data collection and analysis.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret program and fiscal data.
• Ability to analyze and interpret policies, procedures, and regulations.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
