DIRECTOR, BUREAU OF FINANCE, OLTL
DEFINITION: This is administrative and managerial work directing the fiscal policy development, budget, rate setting, and financial management for the Office of Long Term Living (OLTL) in the Department of Public Welfare.
The employee in this job analyzes, evaluates, and implements the overall OLTL financial policy goals and objectives; reviews existing and proposed federal and state program plans and legislation impacting OLTL’s budget,\ fiscal monitoring, and management processes; ensures that nursing facility supplemental payments do not exceed established federal and state limits; and directs the analysis of financial data to determine nursing facilities solvency and contractual compliance. Work includes directing and monitoring rate setting, fiscal policy development and implementation, institutional provider cost reporting, and financial analysis for nursing facilities and other programs administered by the OLTL. Work also includes developing, implementing, and evaluating grant and contract fiscal monitoring and management; directing the development and evaluation of budgetary projections; directing fiscal management and monitoring of federal waivers; directing the development, monitoring, implementation, and analysis of OLTL’s budget; and directing the analysis of the cost effectiveness of OLTL programs. Work involves developing and implementing new fiscal and budgetary processes for reimbursing Medical Assistance (MA) long term living service providers; directing the OLTL cost reporting audit process; establishing interim rates; and conducting annual audits/reviews for final rate determination. Supervision is exercised over professional, technical and clerical staff. Work is performed with a high degree of initiative and independent judgment under the general direction of the Deputy Secretary for the OLTL and is reviewed through conferences and reports for overall effectiveness and achievement of program goals.
EXAMPLES OF WORK: Develops, implements, interprets, and evaluates fiscal policies, regulations, and procedures impacting OLTL operations.
Develops, implements, and interprets regulations, policies, and procedures affecting rate setting of providers enrolled in the MA OLTL Programs.
Develops budget and financial modeling for policy initiatives, Program Revision Requests, new and existing procurements, fiscal management services and other initiatives in accordance with federal Internal Revenue Service (IRS) rules.
Advises program management on purchases, monitoring, and evaluation of grant and contractual services delivered.
Directs the financial monitoring of nursing facilities and home and community based services providers.
Directs the management and monitoring of actuarial support contractors.
Directs the analysis, development, and negotiation of provider rates and supplemental payments for departmental review and approval.
Directs the development and implementation of Requests for Proposals and contracting processes.
Projects carry-forward budget requirements of the Medicaid-funded long term living programs.
Interfaces with consulting groups, contractors, and providers about long term living issues.
Develops alternative reimbursement systems to improve the effectiveness of the MA long term living programs.
Reviews, analyzes, and evaluates OLTL program goals and objectives and administers program and fiscal controls for reimbursing service providers.
Directs the acceptance of cost reports submitted by providers and for the determination of interim and final rates and reimbursement ceiling for providers.
Participates in departmental budget decisions and recommends funding changes affecting MA program costs and projects.
Directs the auditing activities of field auditors and oversees the preparation of auditing reports and resolution of audit appeals.
Represents the agency on long term living issues at legal proceedings, seminars, meetings, and advisory panels.
The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of budgeting, accounting and financial management.

MINIMUM EXPERIENCE AND TRAINING: Six years of professional accounting or financial management experience, including three years in a supervisory capacity, and a bachelor’s degree in accounting, finance, or a closely related field, which includes or is supplemented by twelve credits in accounting;
or
An equivalent combination of experience and training which includes three years of professional supervisory experience in accounting or financial management and twelve credits in accounting.
