JOB TITLE: DIRECTOR, BUREAU OF POLICY DEVELOPMENT AND COMMUNICATIONS MANAGEMENT, OLTL

DEFINITION: This is professional managerial and administrative work directing the development and evaluation of regulations and program policies for the statewide long term care delivery systems overseen by the Office of Long Term Living (OLTL) in the Department of Human Services (DHS).

The employee in this job plans, organizes, and directs the development and communication of regulations and program policies for OLTL programs. Work involves directing the development, promulgation, and maintenance of regulations, legislative initiatives, policies, procedures, and planning documents in compliance with state and federal requirements; coordinating policy and program development with other departmental offices and other agencies; managing the effective communication of regulatory, policy, and other program information to service providers, stakeholders, community advocates, and other parties; and managing the evaluation of federal and state legislation to determine impacts on services provided by OLTL. Work also involves maintaining the state plan for Medicaid services governed by OLTL and overseeing the development and renewal of long term care related Medical Assistance waivers. Supervision is exercised over professional staff. Work is performed independently under the general direction of the Deputy Secretary for Long Term Living and is reviewed through conferences and reports for program effectiveness.

• Oversees the development of consistent policy and strategic direction across OLTL bureaus.

• Develops and revises long term living regulations, policies, and operating procedures in coordination with other OLTL bureaus and external stakeholders to meet various federal and state requirements.

• Directs the ongoing evaluation of OLTL and departmental policies, goals, and standards governing long term services and supports.

• Identifies the need for and directs the development of regulatory guidance.

• Coordinates the review of public bulletins and notices, legislative reports, long term care related state plan and waiver amendments, and other policy documents needing executive review and approval through the DHS Policy Office.

• Directs internal and external communication with stakeholders.

• Coordinates the evaluation of stakeholder and public comments received in response to published regulations, notices, and bulletins.

• Consults with federal, state, and local government officials and other interested parties on long term care programs and services planned and developed by DHS.

• Manages committees addressing various long term living issues.

• Performs the full range of supervisory duties

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws and regulations governing long term living programs and services.

• Knowledge of the principles and methods of policy and program planning, development, and evaluation.

• Knowledge of the methods and techniques used in conducting data collection, analysis, and evaluation.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of supervision.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional experience in the development, implementation, and evaluation of a human services program, including three years in a supervisory capacity in a long term living program, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years in a professional supervisory capacity in a long term living program.
