JOB TITLE: CHIEF OF STAFF, SECRETARY OF CORRECTIONS

DEFINITION: This is responsible consultative and policy development work as the Chief of Staff for the Department of Corrections (DOC).

The employee in this job is responsible for managing the operations of the Secretary’s office and providing guidance to staff on the coordination and integration of all DOC programs and special initiatives. Work includes assisting the Secretary with establishing goals and objectives designed to implement the Department’s strategic plan; developing and implementing policies and procedures; and providing guidance to program managers in the interpretation, implementation, and evaluation of various programs and initiatives. Work involves acting as a liaison with federal and state agencies, members of the legislature, and public and private agencies regarding complex issues. An important aspect of this job involves responsibility for interacting with high-level administrative officials and decision makers in order to represent the Secretary’s programs and special initiatives. Work also includes advising the Secretary on unique and sensitive matters, managing the development of innovative programs, and monitoring project statuses. Work is performed under the direction of the Secretary and is reviewed through conferences, reports, program effectiveness, and results achieved.

• Coordinates, implements, evaluates, and revises DOC policies, programs, and special initiatives.

• Develops, implements, and interprets new program policies and procedures.

• Provides policy, program, and planning support to the Secretary and advises on a variety of unique and sensitive matters.

• Makes recommendations concerning the impact of proposed legislation, to include identifying the impact on programs and special initiatives, developing alternative solutions, and finding appropriate resources.

• Manages the status of special projects for the Secretary, which includes directing management workgroups and task forces.

• Manages the Secretary’s external relations, which includes arranging speaking engagements, visits to departmental facilities, and meetings with the Governor’s Office, state legislature, federal and state agencies, and public and private agencies.

• Serves as a member of the Department’s Executive Staff.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles, dynamics, and structure of public safety, social services, or reentrant rehabilitative services, community organizations, and public and private agencies.

• Knowledge of public safety, social services, or reentrant rehabilitative services program resources.

• Knowledge of laws and regulations pertaining to public safety, social services, or reentrant rehabilitative services programs.

• Knowledge of the principles and practices of program planning, development, implementation, and administration.

• Ability to analyze and interpret laws, regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of consultative public safety, social services, or reentrant rehabilitative services program experience that includes three years in an administrative, supervisory, or consultative capacity and five years involving program planning or policy development, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of public safety, social services, or reentrant rehabilitative services program experience in an administrative, supervisory, or consultative capacity and five years involving program planning or policy development.
