REGULATION AND COMPLIANCE CHIEF, AGRICULTURE

DEFINITION: This is managerial work in directing all operations of the statewide domestic animal regulatory program for the prevention and control of diseases of domestic animals in the Bureau of Animal Industry, Department of Agriculture.

This position directs and supervises staff in the inspection of domestic animals, and directs staff and organizations engaged in animal production, marketing, slaughtering or processing activities that follow regulations by the Department and enforcement of laws and regulations pertaining to prevention and control of domestic animal diseases. Technical supervision is exercised over professional employees, including veterinarians, technical and other employees widely distributed throughout the state. Administration of this program requires communication and integration with other Bureau of Animal Industry animal health programs. Work is reviewed and subject to approval by the Bureau Director.

EXAMPLES OF WORK: Plans and manages implementation of laws and regulations for the prevention and control of diseases of domestic animals.

Trains, directs and controls work of Division employees.

Communicates with domestic animal producers and animal health professionals in the private sector to promote compliance with Department disease control programs.

Participates in Department of Agriculture emergency management planning and is responsible for maintaining Bureau of Animal Industry preparedness to respond to emergencies impacting on animal agriculture.

Prepares and delivers talks and technical papers.

Assists in determining financial, personnel and other requirements of animal health programs.

Prepares reports of program activity.

Prepares program budget, controls and provides an accounting of program expenditures.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices and techniques of veterinary medicine.

Knowledge of domestic animals and their values and of the diseases which affect them.

Knowledge of proper procedures necessary to achieve compliance with laws and regulations including the collection and documentation of evidence of violation of animal health laws.

Knowledge of the principles of personnel management.

Ability to effectively direct and supervise the work of subordinate employees.

Ability to prepare reports and make technical presentations.

Ability to travel extensively within the state.

MINIMUM EXPERIENCE AND TRAINING: Three years of farm animal and/or poultry practice experience as a USDA accredited veterinarian.

NECESSARY SPECIAL REQUIREMENT: Possession of a license to practice veterinary medicine in the Commonwealth of Pennsylvania as issued by the State Board of Veterinary Medical Examiners.
