ASSISTANT DIRECTOR, BUREAU OF STATE PARKS
DEFINITION: This is professional managerial work in the field of state parks operations.
The employee in this class assists the Director, Bureau of State Parks in planning, developing, coordinating, implementing and evaluating the statewide parks program, and performs the duties of the Director in his absence. Work involves directing, through subordinate supervisors, the activities of a very large multi-disciplinary professional, technical, and clerical staff engaged in the performance of a wide variety of duties relating to the operation and maintenance of state parks. Work includes assisting in determining program priorities, policies, procedures, rules, regulations, goals, and objectives; implementing and coordinating program services; and evaluating and determining program effectiveness. Work involves assisting in the preparation of the capital and operating budget; preparing program effectiveness reports; preparing the Bureau's annual report; and directing the Bureau's staff development and career guidance program. Work also involves planning and organizing the work of the multi-units, assigning work, determining work flow, reviewing work performance, evaluating employee performance, and preparing and signing employee Performance Evaluation Reports, interviewing and recommending employee selection, receiving and resolving employee grievances and complaints, approving leave requests, determining training needs of subordinates and arranging for further training and education, and demonstrating new or improved work methods to subordinates. An important aspect of the work involves representing the Bureau of State Parks in dealings with Federal, local, and Commonwealth officials; representing the Bureau on special committees and conferences; and delivering speeches and special presentations to special interest groups and the public. Work is assigned in the form of broad program goals and objectives, and the employee exercises considerable independent judgment in determining specific goals and objectives, and planning and assigning the work. Work is reviewed upon completion by the Director through reports and conferences for attainment of program goals and objectives, completeness, and quality.
EXAMPLES OF WORK: Assists the Director in planning, developing, coordinating, and implementing the statewide parks program.
Performs the duties of the Director in his absence.

Plans and organizes the work of the multi-units, assigns work, determines work flow, and reviews work performance.
Evaluates employee performance and prepares and signs employee Performance Evaluation Reports.
Reviews and signs employ Performance Evaluation Reports as Reviewing Officer.
Interviews prospective employees and recommends employ selection or ranks applicants in terms of preferability for employment.
Approves leave requests and reviews sick leave usage of subordinates to determine if pattern of abuse exists.
Assigns or authorizes overtime work to insure priority work is performed.
Initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary action or dismissal.
Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.
Interprets contractual and administrative rights and obligations for subordinates and modifies work environment or process to conform to changing conditions.
Determines training needs of subordinates and arranges for further education and training.
Coordinates work of assigned units; resolves work conflicts between organizational units; coordinates work of assigned units with other organizational units.
Demonstrates new or improved methods for performing the work of subordinates.
Meets with subordinate supervisors to inform them of changes to rules, regulations, policies, and procedures; meets with subordinate supervisors to discuss common problems and insure they are working toward their resolution.
Prepares letters, reports, correspondence, and similar material as required.
Performs similar work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Department of Environmental Resources' rules, regulations, policies, and procedures governing park operations.
Knowledge of the principles and practices of park operations, maintenance, and construction.
Knowledge of the goals, objectives, practices, principles, or outdoor recreation.
Knowledge of the procedures, techniques, and formats utilized in the development of plans involving park operations.
Knowledge of the procedures and techniques utilized in the evaluation of the park operations program.
Knowledge of the Commonwealth's and Departmental rules, regulations, policies, and procedures governing travel, lodging, expense vouchers, and reporting requirements.
Knowledge of the collective bargaining unit contracts applicable to the work performed by the units.
Skill in the supervision of employees.
Ability to read and write English at the GED 5 level.
Ability to plan and organize work and assign work to subordinates.
Ability to evaluate employee performance and prepare employee Performance Evaluation Reports.
Ability to read and interpret collective bargaining unit contracts applicable to work performed by the unit.
Ability to read and interpret Commonwealth and Departmental rules, regulations, policies, and procedures.
Ability to coordinate the work of the assigned units and to resolve work conflicts between units.
Ability to demonstrate new or improved methods for performing the work to subordinates.
Ability to review and comment on proposed park rules, regulations, policies, and procedures.
Ability to review and comment on proposed legislation involving the park program.
Ability to evaluate the effectiveness of the park program.
Ability to review and analyze regional activity reports to determine work being performed, program trends, and program effectiveness.
Ability to prepare and deliver formal presentations to special interest groups and the public on park programs.
Ability to establish and maintain effective working relationships with subordinates, co-workers, supervisors, local and Commonwealth officials, and the public.
MINIMUM EXPERIENCE AND TRAINING: A Bachelor's Degree in Park and Recreation, Forestry, related natural sciences, landscape architecture, or engineering, and seven years of responsible experience in the field of park operations, including three years of second level supervisory experience;
