ENVIRONMENTAL EDUCATION PROGRAM SPECIALIST SUPERVISOR

DEFINITION: This is professional and supervisory work in the planning, development, implementation, evaluation, and coordination of a major component of the statewide environmental education and interpretive programs as a section chief in the Department of Conservation and Natural Resources, Bureau of State Parks, Division of Environmental Education and Information; or similar professional work in the Department of Environmental Protection.

An employee in this class supervises activities of Environmental Education Program Specialists engaged in the planning, development, implementation, evaluation, and coordination of a major component of the statewide environmental education and interpretive programs, publications, exhibits, web pages, and audiovisual presentations. Work involves supervising the provision of guidance, advice, direction, and assistance to field personnel, Environmental Interpretive Technicians, Environmental Education Specialists, co-workers, educational officials, Federal and state officials, and others on the development and implementation of environmental education and interpretive programs. In the Department of Environmental Protection, work involves planning, developing, implementing, coordinating, and evaluating the agency-wide environmental education program, and supervising technical and administrative staff. Work also involves determining the need for new or revised program policies, procedures, standards, and guidelines, and supervising their preparation and implementation. Work requires establishing and maintaining close liaison and working relationships with local and state conservation groups, civic organizations, educational groups, advisory boards, and the public concerning environmental education and interpretive programs. Work is assigned in the form of program goals and objectives and the employee exercises professional judgment in planning, scheduling, and assigning the work. Work is reviewed for completeness, quality, technical accuracy, and an attainment of established goals and objectives.

EXAMPLES OF WORK: Supervises the planning, development, implementation, coordination, and evaluation of a major component of the statewide environmental education and interpretive programs.

Supervises the development and writing of environmental education and interpretive policies and procedures to guide program development.

Supervises the development and writing of guidelines, policies, and procedures for the care of cultural and natural collections within state parks.

Supervises the evaluation and implementation of environmental education and interpretive programs at the state park, regional, and environmental education center level and the preparation of reports of findings and recommendations.

Supervises the evaluation of formal and informal environmental education programs and develops methods for addressing and responding to needs.

Prepares formal reports outlining programs, achievements, new initiatives, and future program needs.

Supervises the research and development of interpretive and recreational publications, and exhibits and interpretive waysides.

Supervises the development and presentation of goals, objectives, priorities, rules, regulations, policies, and procedures.

Supervises the development of multi-media projects, and the planning, development, and implementation of environmental education and information programs for radio and television presentations.

Supervises the development of an environmental education and interpretive library and information clearinghouse.

Supervises the provision of guidance, advice, direction, and assistance to field personnel, co-workers, educational officials, Federal and state officials, and others on the development and implementation of environmental education and interpretive programs.

Supervises environmental education grant program initiatives, ensuring grant disbursements align with program needs.

Performs the full range of supervisory duties.

Establishes and maintains working relationships with local and state conservation groups, civic organizations, educational groups, and the public concerning environmental education and interpretive programs. Prepares letters, memoranda, correspondence, reports, lesson plans, and other written material as required.

Travels to various work sites throughout the Commonwealth.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of natural resources conservation.

Knowledge of the biological, physical, and natural sciences.

Knowledge of the social/cultural sciences.

Knowledge of educational principles, practices, methods, and techniques as applied to environmental education and interpretive activities.

Knowledge of environmental problems, issues, and solutions.

Ability to read, interpret, and apply the Commonwealth's and/or agency's relevant rules, regulations, policies, and procedures.

Ability to effectively supervise employees.

Ability to plan, organize, assign, and evaluate the work of subordinates.

Ability to read and interpret collective bargaining agreements.

Ability to read and understand Commonwealth and Departmental rules, regulations, policies, and procedures.

Ability to develop and effectively deliver presentations to a variety of
audiences.

Ability to read, write, understand, and interpret technical environmental education and interpretive material.

Ability to conduct technical environmental education and interpretive research and present findings and recommendations.

Ability to develop environmental education and interpretive programs.

Ability to evaluate the effectiveness of environmental education and interpretive programs and activities and to prepare reports of findings and recommendations.

Ability to develop, implement, coordinate, and evaluate environmental education policies, procedures, and standards based upon the knowledge of environmental and conservation problems, issues, and solutions.

Ability to schedule, coordinate, and implement environmental education and interpretive programs.

Ability to establish and maintain effective working relationships with co-workers; field personnel; local, state, and Federal conservation officials; educational personnel; environmental organizations; civic organizations; environmental educational groups; and the public.

Ability to prepare letters, reports, memoranda, lesson plans, and other written material.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Environmental Education Program Specialist;

                                                                                                                                                           or

Three years of experience as an Environmental Education Specialist Supervisor or an Environmental Education Regional Program Coordinator;

                                                                                                                                                           or

Four years of professional experience in the field of environmental education and interpretation, and a bachelor's degree in environmental education, education, the natural sciences, social sciences, or parks and recreation;

                                                                                                                                                          or

An equivalent combination of experience and training.
