SERIES NATURE OF WORK: The Natural Resource Program job series describes work in the development, evaluation, and communication of natural resource programs or projects.
DEFINITION: This is professional supervisory work in the analysis of regional and statewide natural resource programs or projects designed to manage, protect, conserve, promote, and enhance natural resources within Pennsylvania.
An employee in this job is responsible for supervising staff engaged in the development and implementation of natural resource programs and projects, including outdoor recreational planning, education, and outreach. Work involves developing and recommending program goals, initiatives, and priorities; determining the need for new or revised program regulations, policies, procedures, and standards; conducting program evaluations to ensure requirements are met; and developing and presenting reports on program effectiveness. Work is assigned by an administrative supervisor through broad goals and objectives and is reviewed upon completion for results attained.
DISTINGUISHING CHARACTERISTICS:
• Work involves supervising subordinate technical and natural resource staff performing professional work in the development and evaluation of large-scale natural resource programs or projects on a regional and statewide level.

• Directs the implementation, coordination, interpretation, and evaluation of technical program regulations, policies, rules, procedures, and standards.
• Directs the development and analysis of program proposals and new initiatives.
• Directs communication and outreach efforts for agency natural resource and outdoor recreational programs and serves as a liaison to executive staff for program related communications.
• Directs the development of educational print and media materials.
• Develops program operating budgets.
• Oversees and reviews the development of program performance indicators and evaluations of program implementations.
• Reviews and provides comment on draft legislation for impact to current or proposed programs.
• Meets with federal, state, and local government entities, press and media, stakeholders, special interest groups, civic groups and associations, and the public to present and explain programmatic information.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of managing outdoor recreation, environmental education and interpretive learning, and natural resource programs.
• Knowledge of strategic planning principles and practices.
• Knowledge of social, economic, and ecological factors that impact the planning and development of outdoor recreation and conservation programs.
• Knowledge of technical writing principles.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to develop and analyze policies, procedures, regulations, and standards.
• Ability to apply critical thinking skills to identify and resolve problems.
• Ability to develop and conduct training courses and workshops.
• Ability to communicate effectively in writing.
• Ability to communicate effectively orally.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as a Natural Resource Program Specialist 2 (commonwealth title);
or
• Four years of professional experience in natural resource management or natural resource education; and a bachelor's degree in natural resource management, parks and recreation, education, biology, forestry, ecology, geosciences, environmental sciences, or a closely related field;
or
• An equivalent combination of experience and training.
