SERIES NATURE OF WORK: The Recreation and Conservation series describes professional work in the development and administration of recreation and conservation programs in the Department of Conservation and Natural Resources.

DEFINITION: This is beginning level professional work providing technical and advisory services in parks, recreation, and natural resource conservation planning and administration.

An employee in this job assists higher level advisors or specialists in providing technical assistance and training in recreation, parks, and conservation planning, development, and implementation to local government officials, non-profit organizations, grantees, and special interest groups. Work involves assisting in the review and selection of community conservation projects; recommending approval or denial of proposed project elements, including design, activities, project approaches, and estimated costs; contacting applicants or grantees to obtain project related information; and providing technical assistance to ensure project success. Work is assigned by programmatic or geographic area and includes explaining federal and state assistance programs available for recreation and conservation planning and development; assisting local officials in securing project resources; and conducting meetings with a variety of groups to develop and implement local recreation and conservation projects that encourage a regional approach. Work is reviewed in progress and upon completion for adherence to established policies, procedures, and best practices.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.): Assists in providing advice, training, and technical assistance to local groups and governmental officials in the planning, development, and implementation of local recreation, parks, and conservation projects and programs.

• Assists local groups in the formulation of projects and programs and helps stimulate interest in initiating recreation and conservation planning and development programs.

• Assists in conducting recreation and conservation research projects and other studies necessary to develop and implement state and local recreation, parks, and conservation plans and identify trends and best practices in the parks, recreation, and conservation fields.

• Assists in the review of project proposals and designs, develops recommendations for approval by supervisors, and prepares responses according to policies and procedures.

• Assists in performing initial, in process, and final site inspections of projects and facilities.

• Provides technical assistance to grantees, applicants, local government officials, and non-profit organizations on parks, recreation, and natural resource conservation programs and activities.

• Prepares correspondence and reports in response to inquiries regarding projects and program parameters.

• Compiles, organizes, analyzes, and presents data and supporting recommendations in a variety of formats.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and objectives of recreation, parks, and natural resource conservation management.

• Knowledge of the concepts and methods used in recreation and conservation planning.

• Knowledge of the concepts and methods used in recreation and conservation program development and implementation.

• Knowledge of federal, state, and local government programs and regulations pertaining to recreation, parks, and natural resource conservation project planning, development, and implementation.

• Ability to perform mathematical calculations.

• Ability to read and interpret written material.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities): Successful completion of the Recreation and Conservation Advisor Trainee program (commonwealth title);

or

• One year of professional experience in parks, recreation, or natural resource conservation administration, planning, or development, and a bachelor’s degree in parks and recreation, landscape architecture, environmental sciences, city, regional, urban, or environmental planning, or a closely related field;

or

• An equivalent combination of experience and training.
