ASSISTANT REGIONAL SUPERVISOR, FISH COMMISSION

DEFINITION: This is supervisory work assisting in the direction of fish and boating safety law enforcement programs in an assigned region of the state.

An employee in this class is responsible for assisting in the direction of all law enforcement and related Fish Commission activities in an assigned region of the Commonwealth. Duties include assisting in the supervision of a group of Waterways Patrolmen performing fish and boating safety law enforcement and related work in an assigned region, investigating requests for the issuance of various kinds of special licenses and permits, and issuing special licenses and permits. A major aspect of the work is the development and implementation of a public informational and educational program at the regional level. Employees also conduct in-service training programs and assign Waterways Patrolmen to districts in the assigned region. Supervision may be exercised over a staff of employees. Projects and functions are assigned by the regional supervisor and the Chief of Law Enforcement with general instructions and employees are responsible for the independent performance and follow-through of these assignments.

EXAMPLES OF WORK: Assists in supervising district Waterways Patrolmen engaged in the enforcement of fish and boating safety laws, fish stocking operations, and general maintenance of fisheries conservation standards, in an assigned region.

Supervises and participates in the prosecution of suspected violators of the fish and boating safety laws.

Conducts in-service training programs and assigns Waterways Patrolmen to districts in an assigned region.

Develops and implements a public informational and educational program at the regional level.

Develops course outlines, audio-visual aids, public information booklets, and related materials, and disseminates this information to district Waterways Patrolmen and the public.

Assists in preparing the budget for the region.

Prepares news releases, magazine articles, scripts for broadcasts, and exhibits.

Investigates or supervises the investigation of requests for special licenses or permits; issues special licenses and permits.

Reviews reports submitted by District Waterways Patrolmen to assure conformance with laws, rules, regulations, and Commission policies.

Prepares reports for submittal to the division supervisor and to the central office.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the laws, rules, and regulations governing boating, fishing, and hunting in the Commonwealth.

Knowledge of native fish and aquatic plants and animals, their habits, and natural requirements.

Knowledge of investigational and arresting procedures utilized in the fish conservation and boating safety programs.

Knowledge of the principles and practices of the investigation of requests for special licenses and permits.

Knowledge of the principles and practices of effective supervision.

Skill in the use of fishing tackle, boats, and boating equipment.

Ability to enforce laws and regulations with firmness and tact.

Ability to develop and conduct an effective regional in-service training program.

Ability to develop an effective regional public informational and educational program.

Ability to prepare news releases, magazine articles, scripts, for broadcasts, and exhibits.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with associates, subordinates, and the public.

Ability to work long hours under varying climatic conditions.

Willingness to transfer from region to region as required by the Pennsylvania Fish Commission.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience in fish conservation or boating safety work; and graduation from high school;

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania motor vehicle operator's license.
