LAW ENFORCEMENT PROGRAM OPERATIONS MANAGER
DEFINITION: This is professional and managerial work in developing statewide law enforcement programs and directing the enforcement of the Pennsylvania Fish and Boat Code and other related laws and regulations.
An employee in this job plans, develops, evaluates and directs the implementation of statewide Fish and Boat law enforcement programs. Work involves determining program goals; developing and implementing law enforcement rules, regulations, policies and procedures; interpreting law enforcement laws, regulations, policies and procedures for subordinates, field staff, special interests groups, and the public; developing and managing the operating budget for assigned programs and ensuring the proper implementation and management of the programs through subordinate staff. Work includes extensive contact with Agency officials, and other local, state, and Federal fish and wildlife law enforcement and other officials. Supervision is exercised over Waterways Conservation Officer Managers. Work is assigned through broad program goals and objectives and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed through conferences and written reports for achievement of program goals and objectives, completeness and overall program quality.
EXAMPLES OF WORK: Plans, develops, evaluates, and directs the implementation of several statewide Fish and Boat law enforcement programs, such as specialized law enforcement training, volunteer deputy program, internal investigations, communications, firearms, specialized law enforcement equipment program, violator records retention, criminal investigation as related to fishing and boating laws, boating under the influence, evidence and chain of custody, patrol requirements, legislative analysis, accreditation, homeland security and other specialized assignments.
Develops and evaluates statewide fish and boating law enforcement program goals, regulations and policies.
Directs the implementation of statewide law enforcement programs, laws and regulations through subordinate managers.
Reviews and analyzes reports, correspondence and memoranda to determine program trends, effectiveness and adherence to established goals.
Directs the evaluation of programs at the regional level to determine effectiveness, identify deficiencies and recommend ways to improve efficiency of regional programs.
Develops and manages operating budgets for assigned programs.
Performs the full range of supervisory duties.
Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the laws and regulations governing fish and fishing, boating, hunting, aquatic habitat protection, and misdemeanors and felonies encountered within the scope of employment.
Knowledge of native fish and aquatic plants and animals, their habits and natural requirements.
Knowledge of the proper use of fishing tackle, boats, and boating equipment.
Knowledge of investigational and arresting procedures utilized in enforcing the laws and regulations within the scope of the jurisdiction of the Fish and Boat Commission's law enforcement program.
Knowledge of the principles and techniques inherent in gathering evidence and prosecuting violators.
Knowledge of the principles and practices of investigating requests for special licenses and permits.
Knowledge of modern management principles and practices, including the development and execution of program goals and budgets.
Knowledge of the fundamentals of police science.
Ability to use of firearms, short-wave radios, and other law enforcement equipment.
Ability to enforce laws with firmness and tact.
Ability to explain and interpret provisions of laws and regulations to subordinate staff and the public.
Ability to effectively deliver training sessions and speaking engagements.
Ability to develop and implement program goals, regulations, policies and procedures.
Ability to read, understand, interpret, and write technical reports and correspondence.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to perform the full range of supervisory duties.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Waterways Conservation Officer Manager;
or
Five years of experience in fisheries or boating safety work, which includes three years in a law enforcement capacity and one year in a supervisory capacity.
NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania driver's license.
