WILDLIFE REGIONAL DIRECTOR

DEFINITION: This is managerial and administrative work in directing a regional office of the Pennsylvania Game Commission.

An employee in this job is responsible for leading, planning, developing, coordinating, and directing the activities of one of the established regions of the Pennsylvania Game Commission, encompassing the areas of administration, law enforcement, wildlife management, wildlife habitat development, information and education, and forestry programs. Work includes developing and administering an annual budget; developing and implementing regional policies and procedures by applying current wildlife management concepts; directing the law enforcement program through supervisory staff; directing the information and education program that disseminates news releases to the media and provides programs for the public and for sportsmen, conservation, school, and other groups; directing the wildlife land management program on game lands and other public and private lands; directing the maintenance of equipment, vehicles, and other supplies necessary for all programs; directing the transfer and stocking of wildlife necessary to maintain wildlife populations; directing the management and research support of wildlife to maintain wildlife populations; and directing the exchange of information between the region and the central office. An employee in this job exercises supervision over a staff of administrative, professional, supervisory, non-supervisory and volunteer employees. Work is performed independently within the limitations of federal, state and agency regulations and policies. Work performance is reviewed by the Executive Director and Deputy Executive Director through reports, conferences, and analysis of program effectiveness for adherence to regulations, laws, and policy, and for meeting goals and objectives.

EXAMPLES OF WORK: Manages and directs all operations of program areas within an established region of the Pennsylvania Game Commission, including regional law enforcement, wildlife management, information and education, wildlife habitat, and forestry programs.

Develops and implements regional policies and procedures and evaluates program effectiveness.

Recommends changes in laws, policies, regulations, and season and bag limits concerning wildlife to Game Commission management staff.

Advises the Executive Director and Deputy Executive Director on technical wildlife matters and specific issues within the region.

Communicates and interprets rules, regulations, standards, and objectives of the agency or program for subordinates.

Prepares goals and objectives for regional staff.

Develops and directs the training for all regional personnel.

Oversees the Deputy Wildlife Conservation Officer volunteer program.

Directs the preparation of reports and correspondence of the regional office.

Directs the development and maintenance of large tracts of state game lands.

Directs the maintenance, replacement, and proper operation of on- and off-road vehicles and motorized equipment.

Directs the maintenance and operation of regional headquarters and other game land buildings.

Directs and supervises regional wildlife stocking, trapping, and transfer programs.

Supervises the maintenance of inventories of specialized law enforcement equipment.

Develops and monitors the budget for the region.

Oversees the administration of the regional advancement and depository accounts.

Manages and reviews the preparation of service purchase contracts, field limited purchase orders, and all reports and correspondence related to purchasing.

Prepares and reviews news releases for regional office program activities.

Performs public speaking engagements.

Advises and confers with government agencies, conservation groups, sportsmen's organizations, and the public on wildlife management.

Represents the agency in wildlife management matters before federal, state and local authorities.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of wildlife management and wildlife habitat.

Knowledge of the principles and practices of forest management.

Knowledge of federal and state laws, regulations, policies and practices applicable to wildlife management.

Knowledge of the principles and practices of supervision.

Ability to analyze and interpret written material.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Three years of supervisory experience within a wildlife conservation program in wildlife protection, wildlife management, wildlife habitat, or forestry.
