JOB TITLE: FISH CULTURE STATION MANAGER

SERIES NATURE OF WORK: The Fish Culturist job series describes work in the operation of a fish culture station.

DEFINITION: This is technical and managerial work at a Pennsylvania Fish and Boat Commission (PFBC) fish culture station.

An employee in this job plans and directs the operation and maintenance of a fish culture station. Work includes responsibility for assuring that the buildings, grounds, and equipment are properly maintained; that optimum growing conditions are established and maintained; that effluent meets permit conditions; and that prescribed production quotas are fulfilled. Work may also involve supervising the statewide cooperative nursery program. General supervision is exercised over technical, clerical, operations, and/or maintenance personnel. Direction is received through inspections, reports, and conferences from a technical administrator regarding production techniques and general administrative matters such as shipping, purchasing, personnel, and accounting.

• Plans and directs all fish propagation and culture activities at a PFBC fish culture station.

• Plans and directs building, grounds, and equipment maintenance activities at a fish culture station.

• Supervises technical, clerical, operations, and maintenance personnel.

• Conducts routine public relations work regarding fish culture station operations, such as escorting visitors and conducting educational tours through the facilities.

• Prepares correspondence, records, and reports relative to fish culture station activities.

• Manages facility budget and expenditures.

• Develops fish stocking schedules based on assignments.

• Supervises the preparation of work schedules, purchase orders, and supply requisitions.

• Supervises the statewide cooperative nursery program by providing technical guidance and oversight to sponsor organizations that operate fish hatcheries under agreements with the PFBC.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the technical methods and procedures used in fish culture.

• Knowledge of the life habits and requirements of freshwater sport fishes.

• Knowledge of common fish bacterial, viral, and parasitic diseases and method of identification and treatment.

• Knowledge of the operation and maintenance of specialized hatchery equipment such as aerators, fish graders, feeders, effluent treatment systems, and pumps.

• Ability to read and interpret written material.

• Ability to prepare correspondence and reports of fish culture activities.

• Ability to perform mathematical calculations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the principles and practices of effective supervision.

• Knowledge of office management techniques.

• Knowledge of computer software applications used in hatchery operations.

• Ability to direct fish culture safety programs.

• Ability to direct the operation and maintenance of hatchery equipment.

• Ability to direct fish handling operations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years as a Fish Culture Station Foreman;

or

• Four years of technical fisheries science experience;

or

• An equivalent combination of experience and training.
