DIRECTOR, BUREAU OF LAND MANAGEMENT

DEFINITION: This is administrative and managerial work in directing the statewide game land management program.

The employee in this job directs the statewide game land management program designed to establish, maintain and enhance wildlife habitat on all present and future Game Commission lands. Duties include the administrative direction of the statewide forest management program, statewide land acquisition and leasing program, statewide Federal cooperative land development program, Federal Pittman-Robertson program, statewide motorized equipment program, statewide construction and engineering development program, and the statewide special conservation fund administration. Work involves the adherence to all Federal, state, and agency policies and regulations concerning the acquisition, development, and maintenance of land. Work also involves the recognition and consideration of the need for public recreational utilization of available and future areas. Supervision is exercised over a large central office professional, technical, and clerical staff and indirect supervision is exercised over a large technical and trades field staff. Work is performed with a high degree of independence of action within the limitations of Federal, state, and agency policies and regulations. Work is revised by executive level agency personnel for adherence to law and agency policy through discussions, reports, conferences, and analysis of program effectiveness.

EXAMPLES OF WORK PERFORMED: Directs the statewide land acquisition and leasing program.

Directs the statewide forest management program involving the management of forests to develop and maintain optimum wildlife habitat.

Directs the statewide cooperative land development program involving Federal projects and funding.

Administers the Federal Pittman-Robertson aid-to-wildlife program designed to establish and enhance habitat on approved species management areas.

Administers the agency statewide tree and shrub nursery operations.

Directs the statewide motorized equipment program involving the procurement, maintenance, and turnover of all Game Commission power- driven equipment.

Administers all construction and engineering programs involving the statewide development of a variety of structures such as dams, buildings, roads, and bridges in accord with Federal and agency regulations, policies, and project priorities.

Directs the statewide land acquisition and development programs on all lands acquired and developed as a result of Commonwealth conservation bond issues.

Prepares the bureau budget and immediate and long range management plans, prepares, recommends, and explains land management activities and programs to the Commission for their consideration.

Attends and participates in staff and field meetings, advises superior, and trains subordinates in all aspects of the land management program.

The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organization requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of modern wildlife land management practices.

Knowledge of the relationship of wildlife land management to the total natural resource conservation concept and to total Game Commission objectives.

Knowledge of modern administrative planning and programming principles and procedures, including modern training, and supervision.

Knowledge of modern wildlife forestry, nursery, and waterfowl management programs.

Knowledge of the related Federal, state, and local cooperative land management programs.

Knowledge of the habits and needs of Pennsylvania wildlife as related to species management.

Knowledge of equipment type and use in the wildlife land management field.

Knowledge of agency involvement in the overall operations of the Commonwealth.

Knowledge of the modern practices of personnel administration.

Knowledge of the specialized equipment necessary in the drafting, surveying, timber mapping, and related specialists within the bureau.

Knowledge of modern accounting and budgeting procedures applicable to operations of the bureau.

Knowledge of the legal aspects of Commonwealth land acquisition operations including the Game Commission's condemnation rights.

Ability to evaluate program effectiveness and propose changes to superiors.

Ability to incorporate and implement sound management principles resulting from proven experimental studies of related agency involvement.

Ability to interpret and disseminate technical information and changes to all involved personnel.

Ability to understand and carry out oral and written instructions in accord with accepted and current agency policy, and to recommend disciplinary action where necessary.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with allied Federal, state, local, superior and subordinate personnel, and the public.

MINIMUM EXPERIENCE AND TRAINING: Three years of experience as a Game Land Officer Manager 2;

Five years of experience as a Game Land Officer Manager 1;

                                                                                                                                                                   or

Seven years of professional experience in wildlife land management and a bachelor's degree;

                                                                                                                                                                   or

An equivalent combination of experience and training.
