BOATING SAFETY EDUCATION MANAGER

DEFINITION: This is professional managerial work in boating safety education and related marine services.

The employee in this class plans, develops, and directs a comprehensive boating safety education and marine services program on a Commonwealth-wide basis. Work involves analyzing data and feedback from in-house personnel, the boating community, and the Boating Advisory Board to formulate and recommend the goals and objectives of the program. The employee has considerable freedom, within broad policy guidelines, for conceiving new projects, and determining work priorities, methods of approach, and the assignment of work to appropriate staff. Primary facets of the program include boating safety education, boating accident review and investigation, the insurance of capacity plates to registered boat owners, the inspection and licensing of commercial passenger-carrying vessels and operators, a statewide navigational aids program, and the development of purchasing standards, inventory levels, and maintenance schedules for boats, motors, and related marine equipment used by in-house personnel. Supervision is exercised over a staff of Boating Safety Education Specialists. Work involves selecting, training, setting performance standards, and reviewing the results produced by subordinates. The employee reports to the Assistant Executive Director for Watercraft Safety who assigns goals in broad outline and reviews final results for overall effectiveness.

EXAMPLES OF WORK: Plans, develops, and directs statewide training and information programs on safe boating practices, boating accident prevention, and water survival and rescue techniques.

Develops and recommends program goals and objectives; prepares and delivers summary of activities, and recommended changes in the regulations or laws pertaining to boating safety to the Assistant Executive Director for Watercraft Safety and the Boating Advisory Board.

Supervises the preparation of instructional materials for schools and organizations including course outlines, visual aids, audio, and exhibits.

Supervises the preparation of articles and news releases on boating safety for newspapers and periodicals.

Develops education programs, course outlines, and instructional manuals for use by subordinate staff, Waterways Conservation Officers, Red Cross, River Rescue, and other similar organizations.

Develops an in-service boating safety training program for deputies, Waterways Conservation Officers, and Fisheries Technicians.

Coordinates the State's boating and water safety teacher program; develops appropriate manuals and aids; instructs classes; supervises the activities of instructors.

Serves as a liaison with the Pennsylvania Department of Education, PEMA, and other agencies who conduct training or certify instructors.

Develops a State water rescue training program in conjunction with the State fire school.

Supervises a staff of Boating Safety Education Specialists; trains new personnel, develops goals and objectives, and evaluates performance.

Prepares initial budget requests and monitors expenditures; prepares initial proposals for Federal funding of boating safety programs.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of boating.

Knowledge of the principles and practices of boating safety.

Knowledge of modern training principles and methods including lesson plan construction, training facilities and materials, various instructional methods, audio/visual aids, and course evaluation methods.

Knowledge of the various types of small craft, motors, boat trailers, related marine equipment, PFD's, and water rescue equipment, and the intended use and limitations of each type of equipment.

Knowledge of water survival, rescue, and related first-aid techniques.

Knowledge of Pennsylvania and Federal boating laws and regulations.

Knowledge of the various types of navigational aids used on Pennsylvania waters and their use.

Knowledge of rudimentary statistics.

Knowledge of the principles and practices of effective supervision.

Knowledge of the principles and practices of office administration and project management.

Skill in presenting instructional material to classes, workshops, and seminars.

Skill in swimming, utilizing survival and rescue strokes.

Skill in water rescue, revival, and related first-aid techniques.

Ability to apply the principles of effective supervision to a professional staff including the principles and techniques of staff development and training.

Ability to efficiently utilize budgeted resources.

Ability to develop course outlines and lesson plans and to select and adapt available materials and equipment to meet training needs.

Ability to instruct and lead group discussions and conferences.

Ability to properly pilot various types of inland watercraft.

Ability to plan and design conferences, workshops, and seminars.

Ability to drive a vehicle such as a small truck, van, or car with a boat trailer attached, forward and backward.

Ability to swim a minimum distance of 150 yards.

Ability to stay afloat in water, fully clothed, for a minimum period of 5 minutes.

Ability to demonstrate water rescue, revival, and related first-aid techniques.

Ability to lift a minimum of 75 pounds, chest high.

Ability to perform minor repairs and maintenance on boats, trailers, motors, and classroom/workshop equipment.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with associates, school administrators, manufacturing representatives, boating organizations, rescue and first-aid organizations, the Coast Guard, and the general public.

MINIMUM EXPERIENCE AND TRAINING: Three years of paid commercial experience in boating, such as Coast Guard duty, charter or excursion boat operations, or marina operations (which involved, but was not limited to, navigation; enforcement of boating safety regulations; or operating large, motorized watercraft in open water, large lakes or rivers.), including or supplemented by two years of teaching or training work which included the development of training materials and lesson plans; and a bachelor's degree in education, recreation or a related area.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
