JOB TITLE: DEPUTY DIRECTOR FOR FIELD OPERATIONS, PFBC

DEFINITION: This is highly responsible managerial work directing the Office of Field Operations in the Pennsylvania Fish and Boat Commission (PFBC).
The employee in this job develops and implements strategic plans, goals, objectives, policies, and procedures to support and direct fisheries, hatcheries, and engineering programs. Work involves directing fish management, fish production and stocking, waterways habitat improvement, and infrastructure related functions. Work includes establishing program goals and objectives; evaluating programs and operations and identifying factors affecting program performance; developing and directing the implementation of plans to resolve operational issues and streamline performance; developing, implementing, and evaluating strategic and programmatic policies and initiatives; and collaborating with key stakeholders and the Executive Director, PFBC on special projects for the PFBC. Supervision is exercised over a managerial staff. Work is performed under the general direction of the Executive Director, PFBC and is reviewed through conferences and reports for attainment of goals and overall effectiveness.

• Directs and coordinates the activities and operations of the Bureau of Fisheries, the Bureau of Hatcheries, and the Bureau of Engineering.
• Serves as the principal advisor on field operations to the Executive Director, PFBC and develops and recommends associated changes in strategic plans, policies, programs, goals, and objectives.
• Oversees the research, management, conservation, and protection of fish, reptiles, amphibians, and other aquatic organisms including threatened and endangered species.
• Oversees the production and stocking of fish in Pennsylvania waters, management of hatchery effluents and adherence to water quality permit requirements, management of infrastructure and renovations to state fish hatcheries, and direction of all interstate exchanges and trades of fish and eggs.
• Oversees the planning, engineering, design, construction, and maintenance of fishing and boating facilities, hatcheries, and other PFBC property.
• Provides technical direction for program-based research and oversees the research and planning of bureau projects.
• Communicates with legislative representatives; state, local, and federal officials; and other stakeholders to coordinate, secure support, and promote program objectives.
• Develops performance measures, assesses, and analyzes statistical and programmatic data to evaluate program effectiveness, and establishes objectives to achieve agency goals and mission.
• Reviews and evaluates proposed legislation to identify potential impact on agency programs and operations.
• Prepares reports and correspondence on behalf of the Executive Director, PFBC and represents the executive director at meetings, conferences, hearings, and public events.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of fisheries management.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional experience managing fisheries or hatchery programs that includes three years of supervisory experience, and a bachelor's degree;
or
• An equivalent combination of experience and training that includes three years of professional fishery or hatchery supervisory experience.
