JOB TITLE: DEPUTY DIRECTOR FOR ADMINISTRATION, PFBC

DEFINITION: This is highly responsible managerial work directing the Office of Administration in the Pennsylvania Fish and Boat Commission (PFBC).

The employee in this job develops and implements strategic plans, goals, objectives, policies, and procedures to support PFBC administrative operations and programs. Work involves directing information technology (IT), human resources, administrative, boating, and outreach, education, and marketing functions. Work includes establishing program goals and objectives; evaluating programs and operations and identifying factors affecting agency performance; developing and directing the implementation of plans to resolve operational issues and streamline performance; developing, implementing, and evaluating strategic, administrative, and programmatic policies and initiatives; and collaborating with key stakeholders and the Executive Director, PFBC on agency-wide special projects. Supervision is exercised over managerial and administrative staff. Work is performed under the general direction of the Executive Director, PFBC and is reviewed through conferences and reports for attainment of goals and overall effectiveness.

• Directs the activities and operations of the Bureaus of Administration; Information Technology; Boating; and Outreach, Education, and Marketing; and the Human Resources Office.

• Serves as the principal advisor on administrative matters to the Executive Director, PFBC and develops and recommends changes to strategic plans, policies, programs, goals, and objectives.

• Oversees administrative functions, including fiscal and grants management, procurement, office services, licensing, permitting, titling, and registration programs.

• Oversees IT functions, including the research and planning of IT projects.

• Oversees human resource functions, including the development and implementation of agency human resource policies and procedures.

• Oversees outreach, education, and marketing programs.

• Oversees boating, watercraft safety, and waterways and marina management programs.

• Communicates with legislative representatives; state, local, and federal officials; and other stakeholders to coordinate, secure support, and promote program objectives.

• Develops performance measures, assesses and analyzes statistical and programmatic data to evaluate program effectiveness, and establishes objectives to achieve agency goals and mission.

• Reviews and evaluates proposed legislation to identify potential impacts on agency programs and operations.

• Prepares reports and correspondence on behalf of the Executive Director, PFBC and represents the executive director at meetings, conferences, hearings, and public events.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience managing administrative operations, procurement, policy and planning, office services, human resources, finance, information technology, accounting, or budgeting that includes three years of supervisory experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of professional supervisory experience.
