MINE SUBSIDENCE INSURANCE PROGRAM SUPERVISOR

DEFINITION: This is supervisory technical work in the administration of the Mine Subsidence Insurance Fund Program in the Department of Environmental Protection.

An employee in this class supervises the activities of employees engaged in assisting the public in developing an awareness and understanding of the Mine Subsidence Insurance Program and in obtaining insurance coverage against structural damage resulting from mine subsidence in the coal and clay mining areas of the Commonwealth. Work involves planning, directing and reviewing work assignments to ensure goals, objectives and production standards are being met; conducting staff meetings to discuss new policies and procedures; providing advice and guidance to staff on difficult or unusual technical or administrative problems; evaluating employee performance and training needs; reviewing and approving or disapproving leave requests; and receiving and resolving employee grievances and complaints. Work also involves conducting independent field inspections and investigations of special or sensitive cases; conducting public meetings; directing and coordinating participation in public outreach events and initiatives; providing on-the-job training and assistance to employees; testifying as a material witness in legal proceedings; and participating in statewide meetings with Mine Subsidence Insurance program managers to evaluate program accomplishments and to develop new initiatives. Work is assigned in the form of program goals and objectives; and the employee exercises considerable freedom in planning, scheduling and assigning the work. Work is reviewed through reports and conferences by a professional manager for attainment of goals and objectives, completeness and overall quality.

EXAMPLES OF WORK: Supervises a staff of mine subsidence insurance representatives within a defined area of the Commonwealth to ensure that work is completed as specified by program policies and standards.

Develops and implements office procedures and work methods.

Reviews and approves or disapproves subordinates' weekly itineraries, inspection reports, claim repair estimates and daily activity reports to ensure priority work is being completed and program goals and objectives are being met.

Conducts conferences with mine subsidence insurance representatives to inform them of new polices or procedures for administering the Mine Subsidence Insurance Program.

Participates in management meetings on the development, implementation and evaluation of the statewide Mine Subsidence Insurance program.

Conducts individual and group meetings with the public including homeowners and owners of commercial establishments to explain the Mine Subsidence Insurance Program.

Plans, directs, coordinates and supervises marketing efforts at builder and home shows, public meetings and other outreach events.

Determines if properties require inspections prior to issuing new policies or increases in coverage, assigns inspections to representatives and reviews inspection reports.

Reviews all policy and claim information contained in mine subsidence insurance files and records, ensures that that all claim information forwarded to central office is complete and accurate, and monitors the input of policy data and the timely deposit of premiums.

Resolves unusual or difficult technical issues involving insurance coverage or claims processing and settlement.

Testifies as a material witness during legal proceedings.

Plans, organizes and assigns work; determines work priorities; sets work unit goals; evaluates employee work performance; develops and conducts staff training; interviews employees and prepares selection recommendations; approves or disapproves leave requests; approves or disapproves travel and expense reports; monitors and validates compensable work time of the staff; receives and participates in addressing employee grievances and complaints; and interprets contractual and administrative rights and obligations for subordinates.

Operates a motor vehicle to travel to properties throughout the coal and clay mining areas.

An employee in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the causes of mine subsidence and its impact on surface structures and topography.

Knowledge of basic home and commercial construction methods and techniques.

Knowledge of the methods and techniques used in preparing detailed cost estimates to repair structural damage.

Knowledge of the methods and techniques used in adjusting insurance claims.

Knowledge of the Department of Environmental Protection's policies and procedures governing the Mine Subsidence Insurance Fund Program.

Knowledge of the Commonwealth's coal and clay mine subsidence laws and regulations.

Knowledge of insurance sales techniques and methods.

Knowledge of the Commonwealth's and Department of Environmental Protection's policies and procedures governing travel, lodging, expense vouchers and reporting requirements.

Ability to supervise employees effectively.

Ability to read and interpret collective bargaining agreements applicable to the work performed by the unit.

Ability to communicate effectively, both orally and in writing.

Ability to operate the computer information systems used in the Mine Subsidence Insurance Program, including database applications and geographic information systems.

Ability to review and understand engineering reports on the extent and causes of structural damage.

Ability to prepare and deliver presentations at public meetings and outreach events and to special interest groups and government officials.

Ability to establish and maintain effective working relationships with subordinates, program supervisors and managers, homeowners, owners of commercial establishments, contractors and government officials.

Ability to operate a motor vehicle to travel to properties throughout the coal and clay mining areas.

MINIMUM EXPERIENCE AND TRAINING: Two years as a Mine Subsidence Insurance Representative;

                                                                                                                                                           or

Four years of technical experience in construction cost estimating, construction inspection or structural damage claim investigation, adjusting or settlement;

                                                                                                                                                           or

Any equivalent combination of experience and training.

An associate's degree in engineering technology or any closely related field may be substituted for two years of the required experience in construction cost estimating, construction inspection or structural damage claim investigation, adjusting or settlement.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Pennsylvania driver's license.
