DEFINITION: This is technical criminal or civil investigation work of a confidential nature.

An employee in this job is responsible for making criminal or civil investigations in connection with unusual and highly sensitive cases of alleged violations of state laws, regulations, or statutes. Work involves utilizing scientific and technical processes and methods of investigation to obtain information and evidence and to ascertain facts regarding suspected persons or entities. Work includes cases which usually have broad administrative or political implications in the state government. The course and scope of an investigation is usually determined by a supervisor or higher-level investigator, but the employee exercises judgement and makes decisions on techniques to carry out the assignment when out in the field. Work is evaluated through progress reports on each phase of the investigation and through periodic conferences with the supervisor.

• Collects, evaluates, and develops evidence and prepares it for orderly presentation.

• Conducts surveillance of suspected persons and places.

• Conducts or assists in the conduct of investigations into suspected violations of theft, fraud, abuse, forgery, or misrepresentations.

• Seeks out and contacts informants and witnesses to obtain information.

• Obtains and examines personal records such as deeds and wills, contracts, criminal history, and bank statements.

• Interviews or interrogates suspected persons and witnesses to obtain admissions and confessions.

• Evaluates sources of information to determine reliability.

• Uses investigative apparatuses such as electronic and photographic equipment of all types.

• Confers with governmental officials concerning the scope and conduct of investigations.

• Appears in court and testifies as a witness.

• Prepares summary reports on investigations.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and methods of criminal, civil, or administrative investigations and law enforcement.

• Knowledge of the basic rules of evidence.

• Knowledge of the applicable statutes, court decisions, interpretations, and administrative rulings pertaining to violations of state laws.

• Knowledge of the principles and practices of accounting.

• Knowledge of the appropriate use and care of firearms.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to establish facts through personal contact, observation, and the examination of records.

• Ability to use technical investigative equipment.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Successful completion of the Special Investigator Trainee program (Commonwealth title);

or

• Two years of professional experience in criminal, civil, or administrative investigation work, and a bachelor's degree;

or

• An equivalent combination of experience and training.
