SPECIAL INVESTIGATOR 2

DEFINITION: This is advanced technical criminal investigation work of a confidential nature.

An employee in this class is responsible for conducting difficult and complex criminal investigation work, frequently as a team leader, in connection with unusual and highly sensitive cases of alleged violations of state laws. Employees utilize scientific and technical equipment, processes and methods of investigation in order to obtain information and evidence. Work involves cases which usually have broad administrative or political implications in the state government. Employees are responsible for determining the course and scope of investigations and use independent judgement in carrying out assignments when in the field. Employees may be responsible for assigning and directing the activities of personnel from other agencies as well as subordinate investigators. Work is performed independently and is reviewed through summary reports and periodic conferences by a superior.

EXAMPLES OF WORK: Collects, evaluates, develops evidence and prepares it for orderly presentation to prosecuting officers of the state.

Receives complaints and analyzes the facts involved to determine the course and scope of an investigation.

Recommends changes in agency administrative operations in order to prevent future violations.

Conducts difficult or complex investigations into suspected violations of theft, fraud or abuse of medical assistance, public assistance, employee related, or acts perpetrated by outside sources not directly involved with the family assistance programs.

Examines bank records, tax returns, and all apparent and concealed liabilities and assets to determine financial background.

Directs subordinate investigators and personnel from other state agencies necessary to the investigation.

Confers with governmental officials concerning the conduct and scope of investigations.

Analyzes documents, obtains handwriting and typing specimens, and prepares graphs for court presentation.

Uses technical investigative apparatus, such as electronic and photographic equipment of all types.

Appears in court and offers testimony as a prosecution witness.

Prepares summary reports on investigations.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods of criminal investigation and law enforcement.

Knowledge of the basic rules of evidence.

Knowledge of the applicable statutes, court decisions, interpretations, and administrative rulings pertaining to violations of state law.

Knowledge of state government and business operations.

Skill in ascertaining facts by personal contact and observation and the examination of records.

Skill in the use and care of firearms.

Skill in the use of technical investigation equipment.

Ability to write and speak effectively.

Ability to establish and maintain effective working relationships in all public contacts.

MINIMUM EXPERIENCE AND TRAINING: Four years of experience in progressively responsible criminal investigation work, and a bachelor's degree;
