SERIES NATURE OF WORK: The Special Investigator, OSIG series describes civil and criminal investigative work within the Office of the State Inspector General (OSIG).

DEFINITION: This is advanced professional investigative work in the Office of the State Inspector General.

An employee in this job conducts or leads complex civil and criminal investigations to detect fraud, waste, misconduct, or abuse in programs, operations, and contracts of Commonwealth agencies under the Governor’s jurisdiction. Work involves investigating reports of problems and deficiencies in Commonwealth programs and operations and performing misconduct investigations of staff under the governor’s jurisdiction, including OSIG staff. Work includes performing preliminary inquiries into complaints received by the OSIG to determine the need, course, and scope of a full investigation. Work also involves using scientific and technical equipment, processes, and methods of investigation to obtain information and evidence; and assigning and directing the activities of the investigative team. Work is performed independently under the general direction of an Investigation Manager or other administrative supervisor and is reviewed through conferences and reports for the attainment of established goals and objectives.

     • Work is differentiated from the lower-level job based on the responsibility for conducting or leading complex and sensitive investigations that have significant administrative or political implications.

• Conducts or leads preliminary investigations based on complaints received and makes recommendations to initiate a full investigation.

• Coordinates and performs surveillance to gather and analyze facts and evidence.

• Interviews witnesses, informants, or other parties to an investigation to obtain information concerning allegations.

• Uses photographic and other technical equipment to gather and document evidence.

• Works with federal, state, and local agencies to obtain or provide information related to investigations.

• Prepares or directs the preparation of reports detailing the results of the investigation and recommends changes in agency administrative operations to prevent future violations.

• Prepares and serves subpoenas.

• Prepares evidence for testimony in administrative and criminal legal proceedings.

• Maintains, carries, and appropriately uses firearms, non-lethal weapons, and other specialized equipment.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and methods of criminal investigations.

• Knowledge of the basic rules of evidence.

• Knowledge of statutes, court decisions, and administrative rulings pertaining to violations of state laws.

• Knowledge of the appropriate use and care of firearms.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to operate a motor vehicle.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years as a Special Investigator 1, OSIG or Special Investigator 1 (Commonwealth titles);

or

• Two years of experience conducting criminal, civil, or administrative investigations, and a bachelor’s degree in criminal justice or a related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.

• All employees must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.

• All employees must attend and successfully complete the Commonwealth Investigator Training Program (CITP) within one year of employment.
