SERIES NATURE OF WORK: The Special Investigator, OSIG series describes civil and criminal investigative work within the Office of the State Inspector General (OSIG).
DEFINITION: This is highly advanced professional investigative work in the Office of the State Inspector General (OSIG).
An employee in this job performs the full range of investigative assignments, including complex, multifaceted, sensitive, and confidential investigations to detect fraud, waste, misconduct, or abuse in programs, operations, and contracts of commonwealth agencies under the Governor’s jurisdiction. Work involves independently conducting or leading investigations of individuals and alleged misconduct at the highest levels of state government. Work includes reporting problems and deficiencies in commonwealth programs and operations and performing misconduct investigations of staff under the governor’s jurisdiction, including OSIG staff. Work includes leading teams of investigators by assigning work, determining the direction of the investigation, giving advice and guidance on investigative techniques, and providing on-the-job training to less experienced investigators. Work is performed independently under the general direction of an administrative supervisor and is reviewed through conferences and reports for the attainment of established goals and objectives.
DISTINGUISHING CHARACTERISTICS:
• Work is distinguished from the lower-level jobs by the responsibility to independently determine the course of very difficult, complex, and politically sensitive investigations that involve the highest levels of state government.
• Work is distinguished from the lower-level jobs by the responsibility of leading special investigators in very difficult and complex investigations.

• Plans and leads all phases of assigned investigations, including coordinating the activities of investigators and employees from other state agencies.
• Instructs and trains lower-level investigators in the processes, methods, and techniques involved in conducting investigations.
• Coordinates and performs surveillance to gather and analyze facts and evidence.
• Interviews witnesses, informants, or other parties to an investigation to obtain information concerning allegations.
• Uses and instructs investigators in the use of photographic and other technical equipment to gather and document evidence.
• Conducts or directs the review of financial records, legal documents, and other evidence to determine sources of income, concealed assets, legality of operations, and involvement in illegal or prohibited activities.
• Works with federal, state, and local agencies to obtain or provide information related to investigations.
• Directs the preparation of draft and final reports of investigations detailing the allegations, findings, evidence, and recommendations.
• Prepares and serves subpoenas.
• Prepares evidence for testimony in administrative and criminal legal proceedings.
• Maintains, carries, and appropriately uses firearms, non-lethal weapons, and other specialized equipment.
• Operates motor vehicles.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and methods of criminal investigations.
• Knowledge of the basic rules of evidence.
• Knowledge of statues, court decisions, and administrative rulings pertaining to violations of state laws.
• Knowledge of the appropriate use and care of firearms.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to operate a motor vehicle.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years as a Special Investigator 2, OSIG or Special Investigator 2 (commonwealth titles);
or
• Four years of experience conducting criminal, civil, or administrative investigations, and a bachelor’s degree in criminal justice or a related field;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
• All employees must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.
• All employees must attend and successfully complete the Commonwealth Investigator Training Program (CITP) within one year of employment.
