DIRECTOR, RACING ENFORCEMENT

DEFINITION:

This is responsible administrative and professional security work in the enforcement of the state harness or horse racing laws.

An employee in this job is responsible for planning, directing, and coordinating the statewide program in the enforcement of harness or horse racing laws and regulations. Work involves monitoring post-race test results and making final determination of positive results; insuring the integrity of horse or harness racing in Pennsylvania; and developing new enforcement programs in conjunction with the Executive Secretary of the Horse or Harness Racing Commission and other management staff, as applicable. An employee in this job travels throughout the Commonwealth to visit and inspect racetracks and off-track wagering locations, ensuring that racing rules and regulations are being enforced and proper procedures are being followed at these facilities. Supervision is exercised over investigative and office support staff. Work is performed with considerable independence, and is reviewed by the Executive Secretary of the Horse or Harness Racing Commission and Commissioners for program effectiveness.

EXAMPLES OF WORK:

Plans, directs, and coordinates the statewide program in the enforcement of harness or horse racing laws and regulations.

Directs investigative personnel at racetracks to coordinate higher-level investigations and assure the adequate surveillance of racing operations.

Participates in internal investigations of Commission staff who may be in violation of racing rules.

Coordinates higher-level investigations with other state agencies (Gaming Control Board, Inspector General, Auditor General, Department of Revenue, State Police) as needed to insure the integrity of horse or harness racing.

Travels to tracks and off-track wagering locations prior to and during racing season to observe track operations for compliance to the harness or horse racing laws.

Insures that Commission offices at racetracks are adhering to internal policies and procedures and uniformly enforcing harness or horse racing laws.

Supervises racing integrity programs such as post-race horse testing and human drug testing and makes final determination of positive results.

Participates in the investigatory process related to applications for new racetracks in the Commonwealth, racing associations, and applications for off-track wagering facilities.

Oversees the enforcement/investigation components of the occupational licensing process, related investigations and appeals.

Coordinates the execution of outstanding warrants, as determined by law enforcement, including the Federal Bureau of Investigation.

Presents testimony at Commission hearings, district justice hearings, Commonwealth court hearings, and other legal proceedings.

Serves as liaison with local, state, and federal law enforcement agencies.

Serves as liaison with other racing enforcement jurisdictions.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles and methods of criminal investigation and law enforcement work.

Knowledge of the principles and methods of crime prevention and physical security.

Ability to learn and interpret Pennsylvania’s harness or horse racing rules and regulations, and applicable municipal, state, and federal laws and regulations.

Ability to ascertain facts by personal contact and observation and the examination of records.

Ability to administer a statewide security and regulatory enforcement program.

Ability to develop and implement procedures to establish security and enforcement measures throughout the Commonwealth.

Ability to analyze and resolve complex security and enforcement issues.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective relations with subordinates, law enforcement officers, public officials, business and track association officials, and the general public.

Ability to conduct interviews and obtain comparative factual information to be used as evidence at a trial or hearing.

Ability to supervise subordinate employees, including assigning and reviewing work, evaluating performance, and recommending discipline.

MINIMUM EXPERIENCE AND TRAINING:

A bachelor’s degree in police administration, law enforcement, criminal investigation, criminal identification, or criminal justice, and four (4) years of experience in law enforcement;

An associate’s degree in police administration, law enforcement, criminal investigation, criminal identification, or criminal justice, and six (6) years of experience in law enforcement;

                                                                                                                                                 or

Eight (8) years of experience in police administration, law enforcement, criminal investigation, criminal identification, and criminal justice and graduation from high school;

                                                                                                                                                or

An equivalent combination of experience and training that affords the applicant exposure to police administration and law enforcement.
