JOB TITLE: DRIVER LICENSE CENTER SUPERVISOR

SERIES NATURE OF WORK: The Driver License job series describes work in the issuance of driver’s licenses in the Pennsylvania Department of Transportation.

DEFINITION: This is supervisory work administering the application, identity verification, and knowledge testing processes of Pennsylvania’s commercial or non-commercial driver licensing program.

An employee in this job supervises the conduct of standardized examinations designed to evaluate the driving skill and competence of commercial or non-commercial driver license applicants. Work involves supervising subordinates who observe and evaluate an applicant’s knowledge, understanding, and practical application of motor vehicle laws, codes, and traffic signs; inspect the mechanical condition of vehicles for conformance to established safe driving standards; and conduct hearings and special point examinations. Additionally, work involves supervision of identification verification to guard against identification fraud among driver’s license and identification card applicants. Employees utilize and ensure subordinate utilization of effective customer service and service recovery skills. Work also involves properly training and developing subordinates. Supervision is exercised over subordinate Driver License Examiners, Driver License Examiner Assistants, Driver Safety Examiners, and other staff involved in the driver licensing process. Supervision is also exercised over the facilities of the Driver License Center. Work is performed independently and is reviewed by a Driver License District Manager for adherence to standards and procedures.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.)

• Supervises staff in the evaluation of applicants’ test performances against established standards and the notification of examination results to applicants.

• Attends training on identity verification, driver licensing laws and regulations related to fraud, and commercial and non-commercial driver license examining in order to upgrade and maintain required knowledge and skills.

• Supervises the review and processing of documents, such as applications, birth certificates, Social Security cards, marriage certificates, court documents, proof of residency documents, or documents issued by federal agencies or foreign countries to establish identity and eligibility for driver license/identification card products, and to identify irregularities to mitigate, detect, and deter fraud.

• Accesses multiple systems and databases to authenticate various documents presented by customers.

• Supervises the production of driver license products, the entry of test result data into a computer, and the operation of driver license product equipment.

• Supervises the conduction of telebinocular, color perception, and other vision tests.

• Supervises pre-trip vehicle inspections and the commercial and non-commercial driving skills test on specially constructed test sites or on selected portions of a public roadway.

• Supervises commercial and/or non-commercial driver license knowledge examinations conducted both orally and by computer to individuals.

• Supervises the communication of information related to the driver license application, testing, and complaint processes to customers.

• Analyzes statistics, maintains records, and prepares comprehensive reports, such as staffing, productivity, quality, and inventory control.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of motor vehicle operation and safety.

• Knowledge of effective customer service practices.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to operate motor vehicles with standard and automatic transmissions.

• Ability to read and interpret written materials.

• Ability to perform four function mathematical calculations.

• Ability to operate office machines, computer terminals, and related equipment.

• Ability to follow oral and written instructions.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Driver License Examiner (commonwealth title);

                                                                                                                                                  or

• Two years of experience as a Driver License Examiner Assistant (commonwealth title);

                                                                                                                                                  or

• Three years of experience obtaining, evaluating, and providing information to the public.

SPECIAL REQUIREMENTS:

• All positions require an active Pennsylvania non-commercial Class C Driver’s License or equivalent and twenty-one years of age at the time of application.

• All positions require no suspensions or revocations of a driver’s license during the five year period immediately preceding employment.
